11. 1. Establishment of powerful organizations The Shanghai Emergency Response / Mitigation Committee was established on March 5, 2006. It consists of 50 members from various government agencies and departments related to the issues of flooding, severe weather, fire, traffic accidents, chemical accidents, nuclear power accidents, public health, earthquakes, and marine emergencies. SMB is one member of the Emergency Response / Mitigation Committee.
