4. 1-1 Developing the report (cont ‘.) 1-1-2- Review of functions, duties and organization structure of ministries related to building legal regulations, policies in Vietnam. Such as: The Government Office, MPI, MONRE, MOF, MOI, MOST, MARD, MOT, local governments and others. Comments. Vietnam is in process of changing its economy, a lot of institutions are being reformed In 2003 the government formulated many new decisions on the institution structures, functions of offices belonging to the government. Ministries have a rather big quantity of policy makers in many professionals. CDM functions can be added in relevant institutions. Capacity Development for CDM in Vietnam

Comment: *The legal basis of the Industries (power, coal, oil and gas), agricultural, forestry, transportation sectors is rather weak, the existing laws have to be reformed and CDM activities should be added. *Further development of strategies, policies for these sectors need to address CDM issues. Part II- Review and future plan on Capacity development on CDM for research and Education 2-1- Review of implemented activities Worked with some colleges, research institutes for building study contents and education programs on CDM –Hanoi polytechnic college, Hochiminh polytechnic college and Hue University –Institute of Energy – EVN, HSM of MONRE; –Clean Production Centre –Centre of Advice and Transfer for Clean Water and Environment –Research Centre of New Energy. Preparation of two main documents for capacity building on CDM and CDM Education in Vietnam. –Text book for master training on CDM –Registration of CDM potential resources of energy sector Capacity Development for CDM in Vietnam

16. 2-2- The plan of 2004 year 1. Commenting on project report and two main documents prepared in last year. * Choosing experts and organizing seminars * Preparing addition materials 2. Use the material of “Climate change and CDM Course” received from international training workshop to add in text books. 3. Organize a wide workshop in order to ratify the draft of the project report and two documents mentioned above. - Comment and pass the draft - Publicize relevant documents. Integrating text book on CDM into education programe for selected secondary and high schools (regular and in service) - Reviewing the existing text book on CDM develop them suitably. - Taking CDM into environmental education programme for secondary and high schools. 5.
