Good Morning. I’m here today as a member of the Industry Safety Steering Group to invite you to share in a rare opportunity. It is an opportunity to make a major difference for commercial aviation safety at the worldwide level. Such opportunities are rare, but we believe that the time has come to harness the talent, knowledge and experience represented in this room to do great things together.

Industry and ICAO committed to unify plans through Roadmap
The Roadmap Part 1 was reviewed and approved in December at the highest level of each Stakeholder organization for presentation to ICAO’s Council President and to the Air Navigation Commission.

5. The Global Aviation Safety Roadmap
Developed by the Industry Safety Strategy Group for ICAO
Goals and Objectives:
Provide a common frame of reference for all stakeholders
Coordinate and guide safety policies and initiatives worldwide to reduce the accident risk
Avoid duplication of effort, uncoordinated strategies
Encourage close industry and government cooperation on common safety objectives

Contents:
Sets out a rationale and describes a general approach, based on metrics and risk measurement.
Establishes 12 key focus areas
Objectives are described for each focus area for near and mid-term accomplishment.
Emphasizes aviation safety enablers (measures already in progress) in developing regions.
The 12 Focus Areas were grouped into 3 sets according to the primary sector of the aviation system most responsible for carrying out measures to achieve them.
By organizing the Focus Areas in this manner the ISSG does not want to imply that States, Industry and Regions should address the Roadmap independently. Rather, as the text describes, this is intended to be a joint effort with all three groups working together at a regional level.

6. Implementing the Roadmap
Regional Safety Enhancement Plan Development Process
Part 2 of the Roadmap describes how Regional Teams can use a step-by-step overall process to help them develop Safety Enhancement Plans that will prove effective in accordance with the 12 Focus Areas of the Roadmap.
