5 Migration Overview and Background  What is the MIP data center migration? The MIP data center migration project is the relocation of the MIP development, test and production environments to new data center hosting facilities. It also includes the upgrade of hardware, operating systems and middleware technology.  Why is the MIP being migrated? The MIP production, development and test environments are being migrated for the following reasons:  To decrease the overall operational costs of the MIP  Modernize the MIP system infrastructure  Align with the U.S. Department of Homeland Security’s (DHS) mission, strategic goals and business objectives  Who will be affected by the migration? All MIP users, including:  Studies, revisions and amendments workflow users (including MARS users)  eLOMA users  PALT Tool users  Sequencing Tool users 5

6 Migration Overview and Background  When will the migration occur? Ramp-down of data upload activities will begin on March 15. Downtime to complete the remaining technical activities for the migration will begin at 9 pm Eastern Time on Friday, April 1 and end at 6 am Eastern Time on Monday, April 18.  What are the benefits of the MIP data center migration? Benefits to users include:  Increased reliability due to upgraded software and storage capacity  Decreased costs, which will return dollars to the Risk MAP program  Ability to modify the MIP in the future to meet the needs for the rollout of new Risk MAP projects and products  What happens during downtime? Downtime activities primarily consist of moving data from the old file server to the new one. This will occur on two parallel tracks. Backing up, moving and restoring database data will take approximately 4 days. Concurrently, synchronizing the final file server data and completing any permission fixes will take approximately 11 days. Final data validation and smoke testing will take approximately 4 days. The final redirect of https://hazards.fema.gov will take approximately 2 days to propagate throughout the internet.https://hazards.fema.gov 6

8 Migration Impact: Studies Workflow Users RAMP-DOWN (March 15 – April 1)  In preparation of downtime start, users should begin ramping down some of the activities they are currently performing in the MIP as of March 15.  Mapping partners should update cost and schedule information by 10 pm ET on March 31 as the PM provider will pull monthly earned value reports by 12 noon on April 1.  Studies workflow users should:  Complete their DVT submissions by 9 pm ET on April 1. Any submissions in-progress at this time will be terminated.  Refrain from uploading studies data via Tools and Links and to the J Drive through Citrix. Uploads can still be made via the workflow until 9 pm ET on April 1.  Refrain from using the WISE Tools as they will be disabled on March 15.  Continue mailing large datasets to the GIS Data Depot as needed. Please note that anything received on or after March 15 will be held and uploaded to the new production server after “go-live” on April 18. 8

9 Migration Impact: Studies Workflow Users  Studies scheduled for preliminary issuance:  Please refrain from using the J drive to transfer FIRM panels. Instead, use of other mediums such as FTP are highly encouraged.  Studies with LFD dates scheduled for April 4, April 18 and May 2:  Contact your PTS POC to find out if your study is scheduled for LFD issuance.  Work with your PTS POC and MIP Help to perform any necessary data uploads. 10 Migration Impact: Studies Workflow Users DOWNTIME (April 1 – 18)  Applications/content NOT available during downtime:  Studies workflow, including DVT, will be unavailable starting at 9 pm ET on April 1. Access will be restored at 6 am ET on April 18.  MARS will be unavailable starting at 9 pm ET on April 1. Access will be restored at 6 am ET on April 18.  WISE Tools will continue to be unavailable. Access will be restored at 6 am ET on April 18.  Applications/content that will REMAIN available during downtime:  MIP static content will remain available.  Public reports will remain available.  MapViewer application will remain available.  For a complete list of what will/will not be available, please visit https://hazards.fema.gov. 10

13 Migration Impact: Amendments/Revisions Workflow Users DOWNTIME (April 1 – 18)  Applications/content NOT available during downtime:  The amendments workflow will be unavailable starting at 9 pm ET on April 1. 14 Migration Impact: Amendments/Revisions Workflow Users DOWNTIME (April 1 – 18)  LOMC Clearinghouse workaround:  Mail will continue to be delivered, and will be processed and tracked outside the MIP.  New cases will be assigned a temporary case number for tracking purposes.  Data will be uploaded to CFAS and forwarded to the PTS providers.  Fees will continue to be processed.  Case processing workaround:  Analysts and engineers will continue to review case data.  Progress will be tracked outside the MIP.  No additional data requests will be generated for MT-1 cases.  Additional data requests may be generated for MT-2 cases with a case received date prior to April 1.  No MT-1 or MT-2 cases will be completed unless directed by FEMA to do so manually. 14

15 Migration Impact: Amendments/Revisions Workflow Users RESTORATION (After 6 am ET on April 18)  All MT-1 and MT-2 case data captured during the downtime will be manually uploaded to the MIP after 6 am ET on April 18.  Fees processed during the downtime will be updated in the MIP and CIS after 6 am ET on April 18.  MT-1 dockets will occur daily from Tuesday, April 19 through Friday, April 22 to capture case completions as workflow progress is updated in the MIP. 15

17 Migration Impact: eLOMA Users RAMP-DOWN (March 18 – April 1)  In preparation of downtime start, users should submit pressing eLOMAs to FEMA for review by March 18.
