PROVISIONAL LICENSE: Valid 3 years, not renewable. This is the initial license issued to all educators who have less than three years of contracted, full time teaching experience. Requirements are: Completion of a State Approved Educator Preparation Program (EPP). Meet basic skills and content knowledge requirements. All individuals must meet Professional Fitness requirements and pay the annual license fee.

STANDARD LICENSE: Valid 5 years, renewable. There are multiple routes to obtain the Standard License for educators with at least three years of satisfactory full time teaching in Hawaii or another state within the last five years: Complete an approved preparation program and meet basic skills and content requirements; Have a valid teaching license and NBPTS certification; Have a valid teaching license from another state issued since July 1, 2006. If your out of state license was issued for the first time before 7/1/06 you must also meet basic skills and content requirements; Non-U.S. prepared educators submit NACES transcript evaluation and if qualified must also meet basic skills and content requirements. All individuals must meet Professional Fitness requirements and pay the annual license fee.

LIMITED STANDARD CTE LICENSE: Valid 5 years, renewable. TEACHERS HOLDING THIS LICENSE MAY ONLY BE ASSIGNED TO THE CTE FIELD ON THEIR LICENSE AND MAY NOT ADD ANY ADDITIONAL FIELDS. THE FOLLOWING REQUIREMENTS MUST BE MET: A MINIMUM OF AN ASSOCIATE’S DEGREE; THREE YEARS OF INDUSTRY EXPERIENCE; ONE OF THE FOLLOWING TO MEET CONTENT EXPERTISE: – LICENSURE TEST OR NATIONAL CERTIFICATION OR INDUSTRY LICENSE OR THIRTY HOURS OF COURSEWORK IN THE FIELD ONE OF THE FOLLOWING: – FIFTEEN HOURS OF PEDAGOGY COURSEWORK FROM AN EPP OR TWELVE HOURS OF PEDAGOGY AND PASS THE PLT 6-12; All individuals must meet Professional Fitness requirements and pay the annual license fee.

ADVANCED LICENSE: Valid 10 years, renewable. For educators who hold a Standard License in Hawaii or another state and have at least five years of experience within the last eight years in Hawaii or another state. You must also possess one of the following: – A master’s, specialist or doctoral degree from a regionally accredited institution relevant to your teaching field or in a field that improves the practice of teaching. You may not use a degree that was used to obtain your Standard License. – Current, valid NBPTS certification. All individuals must meet Professional Fitness requirements and pay the annual license fee.

ADDING A FIELD TO AN EXISTING VALID HAWAII LICENSE There are five ways to add a field: – Complete an educator preparation program; – Complete 30 hours of coursework plus either experience or pass a pedagogy test; – Pass the content test plus either experience or pass a pedagogy test; – Earn NBPTS certification in the new field; – Hold an Advanced License and either pass the content test or have the equivalent of a content major in the new field; All individuals must meet Professional Fitness requirements and pay the $25 fee to add each field.

EMERGENCY HIRE PERMIT: Valid for one year, may be renewed for a total of three years. Unlicensed educators employed by the Hawaii Department of Education or Charter Schools must hold the Emergency Hire Permit. Other requirements are: Hold a bachelor’s degree from a regionally accredited institution; Work toward licensure each year you are employed as an emergency hire; All individuals must meet Professional Fitness requirements and pay the annual fee to practice the profession of teaching.

CTE PERMIT: Valid for 5 years, may be renewed one time. This permit is only issued to teachers employed by the Hawaii DOE or Charter Schools in the CTE field who do not meet licensure requirements; All individuals must meet Professional Fitness requirements and pay the annual fee to practice the profession of teaching.

PROFESSIONAL FITNESS REQUIREMENTS Professional Fitness questions must be answered truthfully. False answers may lead to discipline on a license. The questions address three areas: Information about any professional license or certificate you current have or had in the past: – If you ever had a professional license or professional certificate sanctioned, disciplined, denied, surrendered, relinquished, suspended, revoked or – If there is any current investigative or disciplinary action pending against your professional license or certificate or against an application for a professional license or certificate. Whether you ever been dismissed or resigned employment during or following an investigation into allegations of misconduct; Whether you been convicted or pled “nolo contendere” (no contest) to a felony or misdemeanor; If you answered “yes” to any of the questions, additional documentation will be requested by letter after review of your application.

EDUCATOR PREPARATION PROGRAMS Individuals may complete a state approved educator preparation program based in Hawaii or another state; There are thirteen Hawaii programs; go to www.htsb.org for a listing; Before enrolling in an out of state program individuals should obtain written verification from that state’s teacher licensure agency that the program leads to licensure in the home state.

BASIC SKILLS OPTIONS Basic skills licensure tests in reading, writing, mathematics (if you were licensed out of state you may use those tests to meet this requirement); OR Bachelor’s degree from a regionally accredited institution; OR SAT in reading and mathematics and licensure test in writing; OR ACT in reading and mathematics and licensure test in writing;

CONTENT KNOWLEDGE OPTIONS Licensure test in the content field (if you were licensed out of state you may use those tests to meet this requirement). Content knowledge tests are listed on our website; Content major in the content field from a bachelor’s degree from a regionally accredited institution; OR Thirty credit hours of coursework in the content field from a regionally accredited institution, 15 of which must be upper division courses; OR Advanced degree from a regionally accredited institution (master’s, specialist, doctorate) in the content field; OR National Board for Professional Teaching Standards certification in the content field.

PAYING THE ANNUAL FEE All license and permit fees are $48 annually. Payment methods: Pay online using your eCheck or Credit/Debit card: your cost is $48. Pay using the DOE Payment Assistance: only for tenured, actively employed DOE teachers. Mail a personal check. This method incurs an administrative fee assessed by the system vendor eHawaii.gov for manual input: your cost is $53.80. HTSB does not receive any of the administrative fee charged by eHawaii.gov.
