Objectives Overview  What is Restricted Data?  Research Data Center  The Proposal RDC Research Resources

What is Restricted Data? Make data available to the public Protect the identity of survey respondents Survey and Disclosure Review Board determine what variables to restrict  Varies from year to year Indirect identifiers Medium to high risk of disclosure Limited access Restricted Data

Research Data Center (RDC) Secure Environment  Researcher activity monitored at all times  Data does not leave the RDC Mode of AccessFeatures On-site Ability to view raw data In-person access to RDC Analyst Census RDC Ability to view raw data Phone and e-mail access to RDC Analyst Remote Programs and output only, no data Available 7 days a week/24 hours Multilayered authentication mechanism Only uses SAS/SUDAAN Staff-Assisted Alternative to remote for users of other statistical packages Limited by staff availability

The Proposal Proposal ComponentRDCResearcher Data Requirements Researcher knowledge of data Identify other variables that might be of interest Identify possible disclosure risk Helps with Data Dictionary component Methods Identify possible disclosure risks Decreases time in the RDC (cost effective) Output Identify possible disclosure risks Increases the chance your output will be released Data Dictionary Used to create your final dataset Identify possible disclosure risks Used to create Researcher Supplied Dataset

RDC Research Bitler, M. and L. Schmidt (2006). "Health disparities and infertility: impacts of state-level insurance mandates." Fertil Steril 85(4): 858-65. Proposal ComponentRDC Data Requirements National Survey of Family Growth (NSFG) ‘82, ‘88, ‘95, and ‘02 cycles Reason for restricted data: Needs state to merge policy variables Methods Multivariate logistic regression Output Summary statistics Odds ratios Data Dictionary State identifiers (restricted) Use of infertility treatment (public –use NSFG) Access to infertility treatment (non-NCHS) State level demographics (non-NCHS)

RDC Research Pearson, W. S. and W. J. Hueston (2004). "Treatment of HIV/AIDS in the nursing home: variations in rural and urban long-term care settings." South Med J 97(4): 338-41. Proposal ComponentRDC Data Requirements National Nursing Home Survey (NNHS) 1999 Reason for restricted data: Availability of HIV/AIDS service is restricted Methods Logistic regression Chi Square tests Output Summary statistics Odds ratios Data Dictionary Weights (restricted) HIV/AIDS services (restricted) Number of beds (public –use NNHS)

RDC Research Enstrom, J. E. and L. Breslow (2008). "Lifestyle and reduced mortality among active California Mormons, 1980-2004." Prev Med 46(2): 133-6. Proposal ComponentRDC Data Requirements National Health Interview Survey (NHIS) Linked to Mortality ‘88 to ‘97 National Health Interview Survey ‘87 Reason for restricted data: Mortality Data was restricted Methods Standard Mortality Ratio (SMR) Output SMR Data Dictionary Mortality (restricted) ? (public –use NHIS)

Resources NCHS website (http://www.cdc.gov/nchs) RDC website (http://www.cdc.gov/rdc)  Step-by-step instructions  Restricted variables data dictionaries  Sample Proposal  Confidentiality Orientation Confidentiality Orientation RDC Staff (RDCA@cdc.gov)

What’s Next NCHS RDC is positioned to be the data enclave for DHHS  Data Hosting  ATSDR  Chronic  CMS  Data Use Agreement  AHRQ RDC Website  More examples of data dictionaries  Clearer instructions for creating the researcher supplied dataset Outreach  Expand the RDC Presentation Series  Friends of NCHS/ Survey Sponsors  Non-Profit Organizations ( ?)  Universities (George Washington School of Public Health, Howard School of Medicine)  Private Organizations (RAND)  Other Government Agencies (EPA)  Other Statistical Agencies (Economic Research Service)
