The incompetent teachers have become the bottleneck of Beijing TVET development. e.g. By 2004-2006 ， among the new enrolled TVET teachers of Beijing, 30 to 32 ％ is newly graduated students from college; 31 to 32 ％ is transferred from other TVET institutions; 13~14% is from other sectors ， and 25 ％ is uncleared.  To address this problem, in March of 2006, Beijing Municipal Government in the Decision on Developing TVET introduced the “Competence Development Program for Beijing TVET Teachers”, and listed it as one of the major tasks and key programs of the reform and development of Beijing TVET during the “11th Five-Year Plan” period.
