These rules govern how language speakers form acceptable sentences. Example-French/Spanish grammar: nouns then adjectives. English grammar: adjective then noun.

A fragment is a piece or part of a sentence. It is either missing a subject (who) OR the verb (what they do)

Sometimes it's better to combine your fragment with another sentence. Combining usually means adding a comma & a conjunction.
