2 TERMINAL LEARNING OBJECTIVE ACTION: Apply Energy Control Procedures CONDITION: Given classroom instruction. STANDARD: In accordance with (IAW) 29 CFR 1910.147 The Control of Hazardous Energy.

4 29 CFR 1910.147 The Control of Hazardous Energy Applies to the control of energy during servicing and/or maintenance of machines and equipment.

5 Conditions Requiring Lockout/Tagout Procedures Unexpected energizing or start-up of machinery or equipment. Potential release of hazardous energy. Confined spaces or adjacent areas.

6 Lockout/Tagout Modifications of machinery after January 2, 1990.

7 Terminology Authorized Employee - A person who implements lockout/tagout procedures. Affected Employee - An employee who operates or uses equipment and machinery.

8 Terminology Energy isolating device - A device which prevents the transmission or release of energy. Energy source - Any source of electrical mechanical, hydraulic, pneumatic, chemical, thermal or other energy source.

9 Terminology Lockout The placement of a lockout device on an energy isolating device. Lockout device A device used to hold an energy isolating device in a safe position.

10 Terminology Tagout The placement of a tagout device on an energy isolating device. Tagout device A prominent warning device, such as a tag.

11 Lockout/Tagout If energy isolating devices are unable to be locked out, a tagout device must be utilized. If energy isolating devices are capable of being locked out, a lockout device must be used.

14 Energy Control Procedures Intended use of procedure(s). Controlling hazardous energy. Use of lockout/tagout devices. Testing and verification.

15 Employee Training Purpose and function of the energy control program. Use and limitations of tagout devices. Employee retraining. Certification of employee training.

16 Periodic Inspections Conducted annually. Conducted between the inspector and authorized/affected employees. Certification of inspections performed.

18 Employee Protection Tagout program should provide a level of safety. Level of safety should be equivalent to that obtained by using a lockout program.

19 Protective Materials and Hardware Provided by the employer. Used for controlling energy only. Durable, standardized, substantial, identifiable. Tagout devices shall warn against hazardous conditions.

20 Energy Isolation Application of lockout/tagout procedures. Performed by authorized employee performing the servicing or maintenance.

21 Notification of Employees Responsibility of the employer or authorized employee. Application and removal of lockout and/or tagout devices.

24 Preparation for Shutdown Identify the type and magnitude of energy. Identify the hazards of the energy to be controlled. Identify the methods or means to control the energy.

25 Stored Energy Relieved Disconnected Restrained Rendered harmless.

26 Machine or Equipment Shutdown Utilize applicable operator manuals. Follow standard operating procedure (SOP).

27 Machine or Equipment Isolation Physically locate energy isolating devices. Position energy isolating devices to the “off” or “closed’ position.

28 Applying Lockout/Tagout Devices Applied by the authorized employee. Lockout devices affixed to hold energy isolating device in the “safe” or “off” position. Tagout devices shall clearly indicate the prohibited use of the energy isolating device(s).

29 Verification of Isolation Prior to operation of machinery or equipment. Verify that the equipment will not start and/or operate.

32 Machine and/or Equipment Inspect work area. Remove nonessential items. Ensure equipment/machine components are operationally intact.

33 Employees Safely position affected employees. Notify affected employees.

34 Removal of Lockout/Tagout Devices Removed by the authorized employee who applied the device(s). Direction of the employer.

35 Additional Requirements Testing or positioning of machinery and equipment. Outside personnel. Group lockout/tagout. Shift or personnel changes.
