Thirty Eight APEC Transportation Working Group Meeting, Bali, Indonesia 1 – 5 July 2013 2 Organization WP29 GRPE GRSP Electric Vehicles and Environment (EVE) Electric Vehicles Safety (EVS) June 2011 The US (NHTSA, EPA), the EC and Japan agreed to co-sponsor such a group. November 2011 The US, EC and Japan presented the draft proposal to establish 2 working groups to address safety and environmental issues of EVs. March 2012 AC3 agreed development of UN GTR on EVS. 1. UN GTR on EV (Electric Vehicle)

In-use: a) a)Occupant protection: protection against electric shock. The key items b) b)Charging requirements including electric receptacle and connector c) c)Safety requirements for REESS, including battery safety (battery management system, thermal shock, thermal cycling, mechanical shock, overcharge/isolation resistance, over-charge, vibration, fire resistance and short circuit, etc.) b. Post-crash: a) a)Electrical isolation: protection against electric shock b) b)Battery integrity: battery management system, robustness and survivability c) c)Best practices or guidelines for manufacturers and/or emergency first responders; and d) d)Battery discharge procedures Object of the proposal The GTR will cover high voltage electrical safety, electrical components such as electric connectors and inlets, and REESS-- in particular those containing flammable electrolyte. The provisions will address the safety of electric vehicles, both in-use and post-crash. The key items

Thirty Eight APEC Transportation Working Group Meeting, Bali, Indonesia 1 – 5 July 2013 5 Reported to 159th WP29 in March 2013 US outlined that the discussion mainly focused on examining existing technical requirement used by CP and on the group’s roadmap of work activities. US announced that the next informal meeting was scheduled to be held on 16- 18 April 2013 in Tokyo. Summary of latest EVS informal meetings 3 rd Meeting – 16-18 April 2013 @Tokyo Japan presented a draft paper regarding Part A of the GTR to the IG and the principle of the paper, as a description of how we approach GTR development, was agreed. The discussions regarding the GTR Outline (Part B) were started. It serves to list all items which IG will discuss to determine whether they should be added to GTR. Thirty Eight APEC Transportation Working Group Meeting, Bali, Indonesia 1 – 5 July 2013 6 1.2 Electric Vehicles and Environment (EVE) Technical sponsor:EU, Japan, USA, China Chairman:Mr. Michael Olechiw (EPA, USA) Co-vice chairpersons:Mr. Kazuyuki Narusawa (NTSEL, Japan), Ms. Chen Chunmei(MIIT, China) Secretary:Mr. Stéphane Couroux (MOT, Canada) The key items It is important to provide a forum for sharing information about developing techniques for such important considerations such as measuring the energy efficiency of future electric vehicles, battery durability, cold start performance, and recharging performance. TOR of EVE Scope The term and the work in the groups will cover both battery electric (BEV) and hybrid electric vehicles (HEV) (including plug-in hybrids (PHEV)) within the range of the1998 Agreement.

Thirty Eight APEC Transportation Working Group Meeting, Bali, Indonesia 1 – 5 July 2013 8 Reported to 159 th WP29 in March 2013 Canada informed WP29/AC3 that the main objective of EVE was to develop a regulatory reference guide for electric vehicle technologies taking into account attributes that characterize electric vehicles, batteries, charging infrastructure and market deployment support mechanisms, with specific attention to their interaction with the environment. Summary of latest EVE informal meetings 5 th Meeting – 11-12 April 2013 @Tokyo Completed information gathering, discussion of completed questionnaires by contracting parties and summary presentation. 6 th Meeting – 3 June 2013 @Geneva Sought input from CPs and other IWGs on list of priority issues to inform reference guide recommendations and guide potential future research/testing All stakeholders invited to submit further literature/data. Next Meeting 17-18 October, 2013: 7 th Meeting @Beijing

Thirty Eight APEC Transportation Working Group Meeting, Bali, Indonesia 1 – 5 July 2013 9 Reported to 160 th WP29 in June 2013 EVS Japan, Secretary of the IWG on EVS informed that the group had agreed on an outline of the draft UN GTR to address all safety issues. Japan added that two options were considered: (i) a two-step approach or (ii) a single step approach on the road map to have a comprehensive UN GTR covering a broader range of technologies. Japan announced that a draft road map would be provided at the November 2013 session of AC.3. EVE China, Technical sponsor of the IWG on EVE mentioned that at the sixth meeting of the IWG the reference items to develop a UN GTR were discussed and invited interested parties to provide research data.

QRTV (Quiet Road Transport Vehicles ) Measures Ensuring the Audibility of Hybrid and Electric Vehicles At 145 th WP29 (June 2008), National Federation of the Blind (NFB) made a presentation regarding the possible danger for blind people caused by “quiet cars”. WP29 agreed to establish an informal group for this issue under GRB. 2010-2011: Discussion in GRB March 2011: WP29 adapted new RE3 including QRTV Basically Japanese guideline GRB Informal group on Quiet Road Transport Vehicles (QRTV)

Chairman : US, Vice- chairman : JAPAN Working schedule September, 2011: Provide a status report to the GRB June, 2012: AC3 agreed to develop the UNGTR 18-20 July, 2012: 1 st meeting, Washington D.C., USA December, 2012: 2 nd meeting, Berlin, Germany 16-18 April, 2013: 3 rd meeting, Brussels, Belgium 16-18 July, 2013: 4 th meeting, Washington D.C., USA December, 2013: 5 th meeting, Tokyo Japan November, 2014: Provide a draft GTR on QRTV to WP29 Informal document GRB-55-12-Rev.1 NHTSA issued NPRM on January 2013, which will be also reflected to QRTV GTR Informal Group on QRTV https://www2.unece.org/wiki/display/trans/GTR+for+QRTV

Thirty Eight APEC Transportation Working Group Meeting, Bali, Indonesia 1 – 5 July 2013 12 Reported to 159 th WP29 in March 2013 December 2012: 2 nd meeting @Berlin Germany This group had started examining amongst others: 1. 1.Proposal tabled by Japan 2. 2.US notice of proposal rulemaking 3. 3.Recommendation and approach undertaken by the EC This group intended to prepare the outline of the UN GTR as well as to examine possible interactions with the provisions of UN regulation No. 41 and No.51. EU emphasized that the QRTV was the most appropriate group to develop global legislation on this matter.

Thirty Eight APEC Transportation Working Group Meeting, Bali, Indonesia 1 – 5 July 2013 13 Summary of latest QRTV informal meeting 3 rd Meeting – 16-18 April 2013, Brussels - -U.S. presented the detailed contents of the Notice of Proposed Rulemaking. The discussion at QRTV informal group is also reflected to the final development of U.S. regulations - -ISO/SAE, OICA and Japan made presentation of their studies regarding the appropriate sound for AVAS 1) - -Discussed on the Japanese proposal on the concept of QRTV GTR - -CLEPA performed demonstrations of the vehicles installed with AVAS which meets the requirements of US NPRM - -Confirmed the schedule to draft GTR text by November 2014 and that OICA will take the lead of drafting work 1) AVAS: Acoustic Vehicle Alerting System Next Meeting 16-18 July 2013: 4th meeting, Washington D.C. These information was reported to the 160 th WP29 meeting, June 2013, by the US representative
