Play-In Play-In Games. Remember that the “Play-In” games are considered regular season contests by the OSAA. OSAA will not assign the associations covering the contests; contests will be covered by the local association of the home team. That’s us: COSOA. Payments for officials will be made by the host school at regular season rates. NOTE: Officials don’t need to be OSAA playoff certified to work play-in games.

1st Round of OSAA Playoffs First Round of OSAA Playoffs. (6A-Nov. 2; 5A, 4A, 3A/2A/1A-Nov. 5). First round contests will be covered by the local associations of the home teams. Payments for officials will be made by the OSAA at the OSAA State Championship Sub-Round rate.

2nd Round of OSAA Playoffs. OSAA will contact the commissioner of a non- local association for each playoff contest. (“Non-local” means that your association does not cover home games for that school during the regular season.)

OSAA Playoffs MSCL The commissioner of the assigned association will provide three officials for each assignment during Round of 32 and Round of 16 contests, and four officials starting with quarterfinals. To eliminate any chance of miscommunication, OSAA is requesting that the officials ALWAYS contact the athletic director of the home school by the morning of the contest date to reconfirm dates, times and locations. OSAA has instructed athletic directors to contact OSAA if they have not received a confirmation communication from the covering officials by the morning of the contest.

PLAYOFF PREGAME DUTIES Research the Teams: http://www.osaa.org/schools Records … wins & losses? Who are their goal scorers & stars? Who are their coaches? Jersey colors? Center official should contact referee team to review jersey colors, location to meet to ride share, decide on who is the driver (who will get the mileage), decides on where/when to eat, etc.

ARRIVAL TIMES Officials should arrive 45 minutes before the scheduled start time. Those selected to do an OSAA State Championship Final will be informed separately of when they need to arrive. The early arrival will allow you to complete your pre ‐ game responsibilities before player introductions, etc. Allow enough transit time to get to the game by this time, even if traffic is heavy.

STADIUM CLOCK If there is a stadium clock and clock operator available, it is official! Please verify in advance whether the clock has a horn that sounds when it hits zero. Please also verify that the operator will perform 10 second countdown at end of periods. Discuss with the operator whether they will start/stop the clock if you forget to signal!

STADIUM CLOCK If the clock is in significant error, correct it at the next stoppage. Do not wait until later to make a correction. If the clock operator is repeatedly missing stoppages or restarts, get the site administrator to resolve the problem. If all else fails, the clock operator must be replaced or the clock turned off.

BENCH PERSONNEL There is no limit on the number of non-playing personnel on the bench, other than that of the team area’s capacity. All occupants of the team area must be listed on the roster. No more than 22 players in uniform for 6A games, no more than 20 for 5A games. Suiting up more than the specified numbers is considered “a gross act of unsportsmanlike conduct” by OSAA and could result in fines and/or forfeiture of the game. Referees should make sure, before the game, that any other students on the bench are not in uniform.

TEAM AREA During the game, coaches, trainers, substitutes, etc. are confined to the team area. Everyone in the team area must be listed on the team roster. Anyone else is a spectator and should not be permitted close to the team area, even if it is not marked. Do not allow coaches to wander out of the team area, interfering with the assistant referee or 4th official. Players may warm up outside the team area, behind the benches. While doing so, they may not use balls. They must wear a warm ‐ up jacket or pinney.

4 TH OFFICIAL Stand 2 to 4 yards off the intersection of the half ‐ line and touch line, between the benches. (DON’T sit!) Control the benches – This involves use of your personality to keep everyone’s focus on the game, rather than the bench. Work through the coaching staff to change the behavior of other bench personnel. Have referee come over at a stoppage only when you believe a card should be issued to someone on the bench. Check the equipment of substitutes prior to their entry onto the field!

4 TH OFFICIAL Record keeping – Record ALL information regarding the match including jersey number of player(s) who scored goal(s), received cards and who entered or left the game. REALLY?? Keep accurate back ‐ up time – even if a stadium clock is being used. Make every effort to have a distinct sound device available for substitutions. Wear complete uniform in the event you need to replace an official!

4 TH OFFICIAL Watch the game as if you were the referee...be prepared to take an active role in the match if necessary! Know where you are to go should an official go down! (Normally, Fourth should take over AR1 and continue record ‐ keeping, bench control, etc.) If the referee has missed a clear act of misconduct, work with AR1 to get the referee’s attention. This should only happen if the referee needs to give a card. Fourth Official is responsible for the game balls! Fourth Official may wear warm ‐ ups, with the consent of the referee.

INJURY STOPPAGE If a player is injured and it is apparently a minor injury, you may allow play to continue until an appropriate stoppage. However, safety comes first in high school sports. If the injury may be serious, stop play and stop the clock. Once you call on the coach/trainer to assist the injured player, they must leave the field. REALLY?? There is no exception for goalkeepers. If the coach/trainer does not want to come onto the field, the player still has to leave the field. If a player has blood on their body or uniform (but is otherwise uninjured), have the situation remedied at the next stoppage.

End of Regulation OSAA SOCCER TIEBREAKER PROCEDURES If a contest is tied at the end of regulation time, the following procedure shall be used to determine the winner: The referee shall instruct both teams to return to their respective team and coaching area. There will be five minutes during which both teams may confer with their coaches, and the head referee shall instruct both teams as to the proper procedure. 1. There shall be two full 10 ‐ minute overtime periods – not sudden victory: a. A coin toss shall be held as in Rule 5-2-2(d)(3). b. There shall be a two-minute break in between overtime periods.

End of Regulation AND Overtime If the score still remains tied, all coaches, officials and team captains shall assemble at midfield to review the procedure as outlined in the handout and as follows.

KFPM a. The head referee shall choose the goal at which all of the penalty kicks shall be taken.

KFPM b. Each coach shall select any five players on their roster who have not been disqualified to take the penalty kicks. Any player on the roster is eligible and they do not have to be on the field at the end of overtime or even have played in the game.

KFPM c. A coin toss shall be conducted. The team winning the toss shall have the choice of kicking first or second.

KFPM d. Teams will alternate kickers. There is no follow-up kick.

KFPM e. The defending team may change the goalkeeper prior to each penalty kick.

KFPM f. Following five kicks for each team, the team scoring the greatest number of goals on these kicks shall be declared the winner. If, before both teams have taken five kicks, one has scored more goals than the other could score even if it were to complete its five kicks, no more kicks are taken.

KFPM g. Add one goal to the winning team score and credit the team with a victory. An asterisk (*) may be placed by the team advancing to indicate the advancement was the result of a tiebreaker system.

KFPM: If the score remains tied after each team has had five penalty kicks 3a. Each coach shall select five players other than the first five who already have kicked to take the penalty kicks in a sudden victory situation, wherein if one team scores and the other team does not score, the game is ended without more kicks being taken. 3b. If the score still remains tied, continue the sudden victory penalty kicks with the coaches selecting any five players from their team to take the next set of alternating penalty kicks. If a tie remains, repeat 3a and 3b until there is a winner.

KFPM cautions 4. NFHS tournament progression rules shall apply in the event a player is cautioned during the penalty tiebreaker.

KFPM Team Area 5. During the taking of penalty kicks, all eligible players from both teams (not including any player disqualified from the game) and their coaches, other than the goalkeeper from each team who is defending the opponents’ kicks, shall be in the center circle of the field.

KFPM <10 players 6. If a team has fewer than 10 players available to participate in the tiebreaker, all available players for that team shall take kicks, as required, until all players have done so. If it is necessary for players to take a second kick (or more,) they may do so in any order. The FIFA “reduce to equate” principle does not apply in NFHS tiebreakers.

Concluding Kicks from the Penalty Mark Once kicks from the penalty mark are complete: –Join with all members of the crew. Position yourselves and your equipment strategically away from the fans and teams; and where you will be meeting home school representative. –Exit the field together as a team –Confirm the final score and all misconducts –Exit field as a team Game Reports –In the game report note the tied score in the final score (i.e. 2-2) –In the game note section, note the outcome of the Kicks from the Penalty Mark

OSAA END OF GAME PROCEDURES At the conclusion of the game, the referee and assistant referees must jog to the center circle and then exit the field as a team. DO NOT WAIT FOR THE TEAMS TO SHAKE HANDS. LEAVE. GO DIRECTLY TO YOUR CARS. Do not stop to talk with players, coaches or spectators or to shag balls. NFHS rules allow referees to issue cards after the game for misconduct by players or bench personnel. Since you are leaving immediately after the game, this should not be necessary unless someone really goes out of their way to interfere with your departure. Do not respond to shouted complaints, opinions, etc. Just keep going. However, if someone who is on the roster blocks your exit or otherwise gets face to face with you, then you will have to deal appropriately with what is said or done. That may involve issuing a card. However, since you are being escorted to your cars by the home school representative, let them deal with it first. Cards should be your last resort and only be used if they will make the situation better. Post-game disorder should always be included in your game report, even if a card is not issued.

FIFA Notes on Kicks from the Penalty Mark Kicks from the penalty mark Procedure The kicks from the penalty mark are not part of the match The penalty area where the kicks from the penalty marks are taking place may be changed only if the goal or the playing surface becomes unusable Once all eligible players have taken a kick from the penalty mark, the same sequence does not have to be followed as in the first round of kicks Each team is responsible for selecting the players from those on the field of play at the end of the match and the order in which they will take the kicks A player other than the goalkeeper who is injured may not be substituted during the taking of kicks from the penalty mark If the goalkeeper is sent off during the taking of kicks from the penalty mark, he must be replaced by a player who finished the match A player, substitute or substituted player may be cautioned or sent off during the taking of kicks from the penalty mark The referee must not abandon the match if a team is reduced to fewer than 7 players during the taking of kicks from the penalty mark If a player is injured or sent off during the taking of kicks from the penalty mark and the team has one player fewer, the referee should not reduce the number of players taking kicks for the other team. An equal number of players from each team is required only at the start of the taking of kicks from the penalty mark
