3 Why Form This Leadership Council Now?  There has been a decisive call for the Partnership to build on success by establishing a new round of clear priorities and actions for the coming years.

4 Position  The Central Florida Partnership has tackled some of the toughest challenges facing the Region and continues the commitment that was made at formation: listen to leaders, make data- driven decisions, set decisive priorities, unite the Region’s leaders for action, move forward, measure. It works.  A summer of discussions among leaders, committees, and line of business boards makes it clear that leaders are calling for a new round of decisive actions from the Central Florida Partnership and its network of civic partners. We share the sense of urgency and opportunity, and are committed to allocating responsibilities and work to the right teams to the highest possible outcomes.

5 Statement of Intent The Central Florida Partnership intends to build on success by renewing its roster of regional priorities and responding to the call for a new round of decisive actions for the coming years. With the thoughtful engagement of our fiduciaries, investors, all “Lines of Business” (LOBs), and our Community Partners, we will ensure our actions are driven by sound research and data. We will rely on our regional leaders and teams throughout the Partnership to find the right answers; and ensure that we are in a focused and well-structured position to take decisive actions. We will orient leaders to the strengths and successes of the Partnership, and leverage its assets towards success. With the help of a disciplined Leadership Council of regional leaders, we intend to move forward with the following values in mind:  Speed  Clarity  Simplicity  Transparency  Early leader engagement for long-term ownership  Ever-evolving diversity of participation, perspectives, and ideas  Connections between and among all moving parts of the Partnership  Sound execution in existing projects and priorities as we move forward.

OPTIMIZED DELIVERY SYSTEM AND ALLOCATIONS OF WORK Promote continued alignment and allocation of work across the Partnership to the highest possible outcomes LEADERSHIP Ensure a robust regional platform for sharing, collaboration and success READINESS AND CAPACITY The Partnership continues to be called on for national, state and regional guidance and collaboration, and needs to be in the best position to deliver on its strengths and promises Areas Requiring Our Attention

13 Leadership Commitments and Calendars  Discussion and Launch of Leadership Council concept at meeting of Partnership Board – October 17, 2012 – 11:45 a.m.  Leadership in three stages of work over 10 months. Virtual versus face- to-face meetings will be at the discretion of the Chair of the Council. STAGE 1 - October 2012 through February 2013 4 or 5 Leadership Council meetings STAGE 2 – March through May 2013 2 to 3 Leadership Council meetings resulting in prospectus and full Partnership Board Workshop STAGE 3 – June through July 2013 1 to 2 Leadership Council meetings resulting in true-ups to prospectus and final plan of action  Chair or Chair’s designee from the Leadership Council updates Partnership Board at all Board meetings through life of the project  Help “launch” the actions to be undertaken
