2 TSPs have submitted proposed changes to the CREZ plan due to routing and engineering considerations. The following types of changes have been proposed: Conductor Changes Substation Locations Endpoint Changes Other Changes ERCOT is reviewing these proposed changes to determine if they are cost-effective and consistent with the CREZ Plan in the CTO Study. 4 Regional Planning Group Conductor Modifications ETT has proposed using 2-1590 ACSS in place of 2-1433 ACSS/TW and 2-1590 ACSR. CTT has proposed to use 2-1590 ACSS in place of 2-1590 ACSR. Oncor and LCRA have proposed using 2- 1926.9 ACSS/TW in place of 2-1433 ACSS/TW. Lonestar has proposed using 2-1590 ACSS/TW in place of 2-1433 ACSS/TW. Bandera is using 2-795 ACSR instead of 1-795 ACSR for the upgrade of the Bandera to Verde Creek circuit. Aug 14, 2009

5 Regional Planning Group Proposed Station Changes TSPs are selecting sites for the new CREZ substations. Many of the new substations will be located near but not directly underneath the blue dots, as the TSPs find suitable locations. Other station changes include: Riley Substation – New station near Oklaunion designed for new CREZ circuits to Tesla, PanOakMid, Bowman, and West Krum, and for the existing circuit to Fisher Road. Two independent connections to Oklaunion. (ETT) Sweetwater East Substation – Instead of connecting circuits from Tonkawas to Central Bluff stations into the Sweetwater Cogen station, build a new station and connect to both circuits from Morgan Creek to Graham (Oncor) Odessa EHV - Construct an extension to the Odessa EHV station for circuits from West C and McCamey A (Oncor) Aug 14, 2009

7 Regional Planning Group Proposed Endpoint Changes TSPs have proposed the following CREZ line end point changes: Bluff Creek Substation – Connect only one of the two circuits running from Central Bluff to Brown into this station (ETT) Killeen Substation - Connect both CREZ circuits into Killeen instead of one circuit from Brown to Salado bypassing Killeen. Add a second auto at Killeen. (Oncor) West Wind Substation – Connect the circuit from Gillespie to Kendall to an alternate substation located west of Kendall (LCRA). After ERCOT evaluation, this proposal is not recommended. Aug 14, 2009

9 Regional Planning Group Proposed Endpoint Changes (II) Other CREZ line end point changes: Alternative to rebuild of Abilene S to Leon 138 kV line – Add a 2nd circuit to Abilene E to Putnam 69kV line and convert Putnam to Leon 69 kV line to 138 kV – This proposal has been reviewed and approved as an RPG Project (ETT) Alternative to rebuild of Sonora to Hamilton Road 138 kV line – Rebuild and convert Ft. Lancaster to Hamilton Road 69 kV line to 138 kV (ETT) Alternative to new 138-kV circuit from Mason to Pittsburg - Rebuild the existing Mason to Pittsburg 69-kV circuit as 138-kV 1-795 ACSR (LCRA) Aug 14, 2009

11 Regional Planning Group Other Changes Other CREZ Plan changes: Bowman to Jacksboro 345-kV line – Existing single-circuit structures were determined insufficient for reconductoring as specified in CTOS/CTP; new double-circuit-capable structures with one circuit of 2- 1926.9 ACSS/TW conductor were proposed (Oncor) Aug 14, 2009
