2 I n t e g r i t y - S e r v i c e - E x c e l l e n c e JOINT REGION MARIANAS OVERVIEW Meets BRAC 2005 mandate for “relocating installation management functions [at AAFB] to Commander, U.S. Naval Forces, Marianas” Morphs existing Navy Region into Joint Region Marianas (JRM) Transfers resources and responsibility for 49 installation support functions from AF to Navy with the exception of Airfield Operations and Supply, Storage, Distribution-Munitions (SSD-M) Involves most MSG and wing staff functions Transfers all AF real property, $200M+/yr and 600+ civilian billets Sets IOC on 31 Jan 09, FOC on 1 Oct 09…transfer schedule in work Retains AF installation CC at Andersen, triple hatted as 36 WG/CC (mission commander) and Deputy Commander JRM Executes installation support on behalf of JRM commander, using existing work force Mission resourcing and OPCON unchanged Net effects: transfer in place, minimal disruption to work force and operational mission 2

6 I n t e g r i t y - S e r v i c e - E x c e l l e n c e TOP 5 ISSUES FOR APF CIVILIANS Q: Will I lose my job? A: While OSD guidance allows it, we do not have any RIFs or involuntary reductions associated with standing up JRM. Q: Will I retain my pay and seniority? A: Yes. Employees will transfer in their current position and be paid at their current pay grade and salary. Their longevity will be based on service computation date. Q: Will I have to physically move to Navy? A: No, in all or almost all cases. Q: Will I still be able to be considered for AF jobs? A: Yes, but not as an internal hire. You will need to submit a resume to the AF system so they will have it on file if you are interested in competing for AF jobs, unless you have return rights to a CONUS AF position. Q: When will my transfer be official? A: TBD. We originally planned to do all transfers o/a 1 Oct 09 but OSD may direct us to phase transfers between 31 Jan-1 Oct 09.

7 I n t e g r i t y - S e r v i c e - E x c e l l e n c e TOP 5 ISSUES FOR NAF CIVILIANS Q: Will I lose my job? A: We do not currently plan any RIFs or involuntary reductions associated with standing up JRM. As we merge NAF activities, we may see either decreases or increases in positions based on mission needs. Q: Will I retain my pay and seniority? A: Yes. Employees will transfer in their current position and be paid at their current pay grade and salary. Their longevity will be based on service computation date. Q: Will I have to physically move to Navy? A: While most NAF positions will stay on Andersen, functions such as accounting, marketing, IT, and HR may consolidate for efficiency of service. Positions in these activities may move to a central Navy location. Q: Will I receive COLA when I become a Navy employee? A: JRM Policy is “no net change in pay.” We will grandfather people, not positions, under their pre-transfer pay scheme. If you move to a new job after transfer, you will be subject to JRM pay policy, and may receive COLA Q: Will my benefits transfer? A: Prior to transfer the NAF HRO will meet with each employee individually and review their specific situations to ensure they fully understand options and entitlements.
