Why is European-level action needed? The internet-related industries are transnational, it is generally ineffective to try and deal with them nationally Countries do differ in many ways, but similarities across countries (and differences within countries) are greater than the differences between countries There continues to be a need to shift the focus of debate from moral panics about Big Media, to how children and young people’s ability and confidence to behave safely and responsibly online relates to a complex mix of developmental, social and educational factors
