Impact of Affordable Care Act Regulatory Responsibilities Federal mandate to maintain tax exempt status – more than charity care – revised Federal rules issued December 2014 Complete community health needs assessment every 3 years or risk paying a $50,000 fine per year. Develop a Community Health Improvement Plan in response to the needs assessment. Review policies for financial assistance, billing and collection. Community Health Needs Assessment by: 1)Identifying significant health needs of the community 2)Including requisites for improvement or maintenance of health status in the community at large, neighborhoods or populations experiencing disparities. For example, the need to address financial and other barriers to accessing care, to prevent illness, to ensure adequate nutrition or to address social, behavioral and environmental factors that influence health. 3)Hospitals must identify measures and resources available to address such health needs. Requirements for CHNA documentation require an evaluation of the impact of any actions taken once the CHNA has been completed as part of the Hospital’s implementation strategy. 5

8 Hartford Hospital Community Benefit 10/1/2012 - 9/30/2013 Benefit Total Community Health Improvement Services and Community Benefit Operations Includes all community health education, community based clinical services, clinical services provided to the community at no cost, and healthcare support services provided by Hartford Hospital, considered to be a benefit to the community and$6,665,796 also includes resources provided by Hartford Hospital, allocated solely to carrying out community benefit activities and furthering community benefit initiatives. Health Professionals Education Includes education of nurses and nursing students, other health$36,273,588 care professional education, and the Medical Library. Subsidized Health Services Includes all subsidized hospital outpatient services, women and infants services, behavioral health services, and other$3,492,073 hospital inpatient subsidized services.
