4 New York’s Inclusive Workforce

5 New York’s system will be characterized by funding and services demonstrating flexibility, responsiveness and collaboration. New York’s workforce development system will effectively assist people with disabilities achieve their employment, career and self-sufficiency goals.

6 A job is defined as employment at a business where the employment relationship is legal, and the individual is receiving commensurate wages for the tasks of the job. Individuals should have the opportunity to earn the highest possible wages in jobs offering the most integrated setting in order to achieve the highest level of economic self-sufficiency.

7 These Employment System principles should be integrated into all service design components, actual services and supports, the funding of such and other accommodations. These Principles are directly related to  The Individual  The Business  The State and Local Governments  The Funding Process

8 Employment Guiding Principles for the Individual:  Person Centered  Responsive  Flexible

9  Collaborative Business Relationships  Employment Supports

10  Cross-System/Cross Sector Coordination  Systems’ Access

11  Funding levels reflect true cost of service provision  Timely payments to all parties in accordance with State Law  Funding flexibility to allow for response to change (service needs and expansion, funding rules and requirements, program redesign).  Defined payment standards for consistency statewide  Funding that assures agency accountability with sustainability

12  Education/Training models  (i.e. HR Training)  Financial incentives for hiring and training  Assistance supports for employees  Demonstrate how business outcomes have improved  Meeting the needs of the business community

13  A Cohesive Strategic Plan that  establishes a strong team of government leaders to guide system transformation  eliminates funding silos  improves the efficient use of existing resources, creating opportunities for braided funding  A Single Point of Entry  Coordinated Training  Coordinated Reporting System  Integrated employment data system  Standardized Monitoring/Auditing

14  Individual Job Seekers and Businesses are satisfied  Providers help individuals find, choose, and maintain employment matching the person’s career goals, interests and skill levels  Employers are educated, engaged, and supported in the employment partnership  Government/funders are collecting and reviewing Employment outcome data and prioritizing funding for effective services
