2 Status of Change Orders The following Change Orders approved by FCC 1/7/2005 were made available in the Pooling Administration System (PAS) on April 4 th : No. 27 - Extending Forecast Report from 12 to 18 months No. 30 - LERG Assignee Confirmation of Activation in PSTN No. 31 – Expand Query Options for Donation Report No. 32 – Modify Process for Deleting PAS work items No. 33 – Modify Search/Forms View Query No. 36 – Red Light Rule System Modification No. 35 – Red Light Rule Interim Manual Process had been in progress

3 Status of Change Orders, cont’d New: No. 40 – submitted April 6 th. Addresses the need for an additional Pooling Administrator (PA). No. 41 – submitted May 4 th. Was developed from previous Change Order 24 which was withdrawn. Responds to the NOWG request that the PA obtain reports from the NPAC and perform a one-time scrub of our entire database to reduce the likelihood that carriers will receive over- contaminated blocks, or incorrectly identified contaminated blocks in lieu of pristine blocks.

4 Status of Change Orders, cont’d Pending: No. 37 – from INC Issue 458 – Reduce Aging Period for Returned/Reclaimed Blocks – submitted 12/07/04. No. 38 – 1 Quarter 2005 Service Provider Suggestions – submitted 01/14/05. No. 39 – Thousands Block Part 4 Report (combines previous COs 25 and 34) – submitted 02/18/05.

11 Other PA Activities of Interest Annual Report Sent to FCC on March 31. Available for download from the PA website. Complaint Block believed donated in 2002 (state trial) assigned to a SP. Customers were put out of service. Responded to FCC and Complainant on 4/8. NOWG Operational Review Operational review conducted in Concord, CA office April 12-14. Responded to two sets of follow-up questions from NOWG. FCC Contracting Officer approved posting monthly thousands block pooling data report to the website. Will be available on the 15 th of each month (or the first business day following the 15 th.
