The Changing of Non-formal education office at the province to a province centres, The role and function are as a part of Ministry of Education and Sport (MOES), it is under the Non-formal Education and Sport Department (NFESD)

Vision toward CLC CLC is a venue for education through different types of learning (formal, non-formal, and informal) Through CLC programs, people in the community can solve their problems and improve living conditions by their own resources as well as external resources when it is necessary.

9 Education for Everyone. Worldwide. Lifelong. Concept of CLC The concept and activities of the “CLC Development" respond correctly to the needs and problem-solving of the rural villagers. Using CLC as the place for enjoying, learning, meeting and exchanging ideas on Human Resource Development, on preserving their local fine tradition and on leading a better life by themselves.

Challenges CLC management concept need to be improve based on the situation of the community and minority group Income-generating activities not yet linked with literacy The Education level of head of CLCs is low and lack of knowledge of CLC management, leadership Volunteer- teachers/ volunteer-villages teachers Education level is not sufficient. Lack of know ledges on cooperatives with other concerning sections & Materials are not enough

Lesson learned Head of the CLC has to have a high educational level that he/she understands clearly the CLC concept and has a high enthusiasm to dedicate for CLC development, The volunteer teacher has to be full-time working in the CLC. He / she has at least a basic knowledge on coordination and management with various persons/agencies, and has a high self-motivation to fulfill the CLC tasks, The motivation has to be initiated to have a high expectation of the villager to participate voluntarily in the Community Learning Center development processes,

15 Education for Everyone. Worldwide. Lifelong. Lesson learned (Cont.) Any steps of the CLC development should be based on the needs and the problem solving of the villagers. It is also needed the community sense of the CLC committee and the target learners, A minimum financial support is needed on the management of the CLC and on the revolving-fund to run the mini-project proposed by the trainees. A provision sufficient " materials/equipment for teaching and training in the CLC.

National statistic of 62% HH is classified as poor Lack of infrastructures (road access, electricity, water supply, latrine. ) UXO (Existing during the Indochina war) Language barriers (ethnic minority) communication as well as our BLS found almost all Brue, Mangong/ about 85% cannot understand Laos National language. Agriculture still keeps the traditional practice (why climate change, increasing of pop…) insufficient food /year. Government line agencies still need to improve capacity, methodology, fund, net work… Existing Challenges

Lifelong. 1) The organizational capacity of the partner Non-state actors (NSA), as well as at least two Local Authorities (LAs), in Savannakhet Province is strengthened. 2) The institutional environment in which NSAs operate at the provincial and district levels is improved. 3) The organizational capacity of Village Committees and other selected Community based organization(CBOs) in targeted villages is strengthened. 4) The delivery of relevant and effective non-formal education (NFE) services in target villages is improved. 5) Food security in target villages is improved through diversification of livelihood systems. Lifelong. 4.1 Set up or upgrade model Community Learning and Development Centre (CLDC), including training of CLDC managers 4.2 Training facilitators on NFE courses, as well as short-term livelihood- oriented basic literacy numeracy, and life skills education course. 4.3 Provide tailored basic vocational training courses, 4.4 Conduct annual community development and learning events, including ‘financial literacy’ awareness-raising through ‘theatre-for- development’. Existing from previous facilitators who are from villages and got trained and have conducted NFE Couse in villages. – Learning in the evening – Topics to learn were selected by learners Basic life skills (top down and bottom up approach) – Top down: Project coordinating net-work with partners to conduct a life skill course with agreement from districts (UXO risk, gender), and government line-agencies to conduct their cross cutting issue (sanitation, seasoning disease for human and animal…) – Bottom up: regarding to literacy program, the learners discuss during class and identify the skill areas that they want to learn, and then project supplies as much as possible. 2. Community provides NFE courses, as well as basic literacy, numeracy and life skills education courses.

23 Education for Everyone. Worldwide. Lifelong. We used the participatory learning Action tools for brick/ block and carpenter training. During the training, learner practices with real construction of CLDC. Finally we got CLDC through vocational training and parallel with gain the skills of local people in particular topics. 3. basic vocational (lesson learnt)
