Situation Date: November 18, 2004 Time: 8:45 A.M. Conditions: An unusual weather front has developed over Michigan with temperatures at 40 degrees above zero, with a 8 mile an hour wind out of the East. Heavy rains are falling with a threat of street level flooding. Provided Information: All schools are open for students arrival. School buses are running on schedule. All teachers and support staff are reporting for work as scheduled.

Special Situation Time: 9:15 A.M. Secretary at Paddock Elementary School receives a phone call from an individual stating that he has placed a bomb at the school and that the bomb will explode within the hour. Secretary notifies the principal of the phone call and 911 calls are placed to the police department.

Special Situation - Continued A primary search of the building and grounds by the custodian has discovered a suspicious package near the gas meter. It is determined that the School will be evacuated according to plan. State Police Bomb squad has been notified and is enroot. Expected arrival time is 1 hour 45 minutes.

Milan Police/Fire Departments have been informed by CSX that a freight train has derailed North East of the intersection of Dexter and Wabash Streets. The train was carrying chemicals and release of chemicals has occurred and is blowing West. Special Situation Up Date TIME: At 11:00 A. M. The emergency dispatch office receives a report of a train derailment and dispatches the local fire department and police unit.. The first units on the scene confirm a train derailment and advise the dispatch office that all responding units will be held for quite some time. Some of the derailed cars have vapor clouds coming from their domes. Within minutes, the leaking vapors are visible.

Police / Fire Information At 11:15 A.M. Fire Department Reports that the locomotive and the next 18 of the 87 total railcars has left the tracks. The derailed cars include six flatcars carrying lumber, four boxcars with unknown contents, three boxcars carrying tires; six tank cars with liquefied petroleum gas (LPG) UN 3310, two tank cars sulfuric acid UN 1831.
