3  The board will present updated information for business conducted in 2013 and proposed objectives for the coming year.  The board will ask for objections to proposals. If there are no objections, an unanimous decision will be recorded. Otherwise, the discussion will be tabled and a vote will be held following the presentation.  There will be an opportunity for questions and answers following the presentation.

11  Work day where concrete posts were power washed and painted the Richland sign.  In early spring 2013, the security system consisting of three cameras was installed at the entrance. One records vehicles coming in, one records vehicles leaving and one records license plates.  A message board was also installed at the same time as the security system.  In the summer of 2013, we started quarterly newsletters to keep everyone updated on neighborhood happenings.  The entrance was decorated festively for fall, Christmas, Easter, and the Fourth of July. Seasonal flowers are also kept up.  The iron gate at the entrance which allowed viewing unto the unsightly ditch was sold and the proceeds used towards a solid wood fence and gate.  The 5 oak trees at the front entrance were pruned.  Second annual Fall Fest brought neighbors together for fun and fellowship.  Tract A was sold to the neighbors in our subdivision whose property abuts it thus saving the HOA money on maintenance and taxes.  Website & google group communication tools very helpful to neighbors.

13  Efforts to obtain City Sewer for Richland  June 18, 2013 – initial contact with city officials: Councilman Francis Nezianya and Public Works Director Chris Davezac. Were told Richland was not on the list due to speaking with “residents” (later found out to be one resident) but Mills Pointe, where Councilman Nezianya resides, was on the list. We indicated many folks were in fact interested.  July 8, 2013 – meeting with neighborhood residents and Mayor David Amrhein to get facts of city sewer.  August 8, 2013 – HOA vote on whether we want city sewer. 68% say YES.  August 27, 2013- HOA Board meets with Amrhein, Nezianya & Davezac in Mayor’s office when Mayor had not responded to email requests to be added to city sewer list due to August 8 vote. At the meeting the Mayor indicated he wanted to hear from 100% of residents.

14  Efforts to obtain City Sewer for Richland  Sept- December, 2013 – time spent by board contacting residents who did not vote, knocking on doors, sending emails to try to get everyone’s vote to comply with the Mayor’s request.  January 15, 2014 – sent certified mail to Mayor a packet with residents’s vote and the summary showing 74% of the residents desired city sewer and asking when Richland will be approved (as Mills Pointe is) to be on the city sewer list. Also sent to all city councilmen. NO RESPONSE.  February 11, 2014 – sent email to Mayor and city council asking for a response to January 15 letter. NO RESPONSE.  February 18, 2014- sent email to Mayor Amrhein & Councilman Nezianya inviting them to speak at tonight’s meeting or, if unavailable, to send a written statement to be read on their behalf. NO RESPONSE

15  What does the HOA maintain?  Frontage  Front fence, signage, ditch, etc.  Boulevard  Irrigation  lighting  Cul-de-sac  Drainage servitudes

16  Board recommends maintaining dues at $300/yr.  This rate should sustain smaller projects similar to those completed in the past, and allow for enough reserves to cover unforeseen legal expenses, repairs, etc.

20  1 st Demand sent to Home Owner of record.  Will begin requesting address correction to increase success of future demands.  Historically has a 65-70% success rate.  Prior to filing lien, will perform “mini- abstract” to ensure accurate Home Owner information.  Send 2 nd Demand if necessary, otherwise file lien.  Follow up at 5yr mark to renew lien if necessary.

21  Requirements  Must attend monthly board meetings (typically 11 per year). Absence for two or more meetings forfeits board membership.  Must be willing to serve and represent home owners in any public matter or public hearing affecting the subdivision.
