Majority Leader Majority Whip Reid, Harry (D-NV) Durbin, Richard J. (D-IL) Both parties in the Senate elect whips. The term "whip" comes from a fox-hunting expression -- "whipper-in" -- referring to the member of the hunting team responsible for keeping the dogs from straying from the team during a chase. Established early in the 20th century, the development of party whips coincided with the evolution of party leaders in the Senate. Democrat James Hamilton Lewis of Illinois became the first party whip in 1913, and the Republicans established their own whip position two years later. These assistant leaders are mainly responsible for counting heads and rounding up party members for votes and quorum calls, and they occasionally stand in for the majority or minority leaders in their absence.

Regulating Driving Issuing driver’s licenses is a power reserved to the States, and every State has its own set of rules and requirements. Most States require a written, on-road, and vision test. However, the age at which teenagers can get a license and the rules new drivers must follow vary from State to State. Thus, in California, drivers under 20 must be accompanied by someone age 25 or older between the hours of 11 PM and 5 AM. In Massachusetts, a teenager cannot get a driver’s license until age-16-and-a-half, at which point the new driver is given a restricted Junior’s Operator’s License until age 18. Under which of the basic principles do the reserved powers fall?
