12. Infrastructure Improvement Proposals Components: Out of the 23 components, only TWO components were approved by TSG. Drinking Water Scheme & CWSN Toilets leaving out major initiatives like: –Major repair works to class rooms (Initially Rs. 88 Crores) –Replacement of dilapidated buildings (Rs. 14.75 Crores for 32 buildings) –Drinking water facilities (Out of Rs 1.22 Crores proposed only Rs. 11.2 Lakhs allowed ) As against 611 units proposed only 56 units were allowed –1272 units of Girls’ toilet was proposed for Rs. 12.72 Crores –758 units of common toilets for Rs. 6.14 Crores was also not considered –As against Rs 324 Crores, TSG has approved only Rs. 3.85 Crores virtually rejecting the infrastructure proposals –This will halt the process of improving infrastructures for schools Therefore a reprioritized proposal of Rs. 79.83 fresh works & a spill over work for Rs. 8.99 Crores (Rs. 88.82 Crores) may be approved.

13. State Government supports text books for Standard 1 SSA supports text books for standard 2 to 8 Uniform Uniforms are supplied to all girls, SC/ ST students, BPL boys in government schools leaving out APL boys. One of the issues faced by the government of Kerala is that more than 2.2 million students studying in aided schools are not provided with uniform. 14. 1890 Head Teachers are in position. They were paid Rs. 40,000 per month. TSG has approved a salary of Rs. 5000 per month. This is impractical and will affect the smooth functioning of the school. Similarly 4956 part-time instructors are proposed. Out of which 4450 are already placed and the sanction for the rest 506 is being processed. Therefore for Head Teacher the entry level salary of Rs 20,000 per month may be allowed and additional 506 part time instructors may also be allowed to implement the plan as planned. Teachers Salary

15. Learning Enhancement Programme (LEP) Quality tracking exercise conducted by SSA/DIET revealed that in language, mathematics and basic science children are below than desired level. So we have planned intensive drive for quality change with the following activities during 2013-14. 1.Pre-test (with a tool developed by DIET) 2.Implementation of multilevel activities. 3.Weekly monitoring of progress at school level by SMC 4.Providing SLM for children 5.Effective implementation of CCE. Parental orientation on the need and significance of an intensive drive. 6.Measuring the quality change periodically. 7.Post test followed by remedial measure wherever needed 8. Reporting This requires funds to the tune of Rs. 16.60 Crores. However, even if 2% of the total approved outlay is given, an amount of Rs. 6.46 will be available to the State for implementing this programme.

16. Research, Evaluation, Supervision and Monitoring –(RESM) Under RESM, a series of activities and evaluation tools to improve Continuous and Comprehensive Evaluation is planned. An amount of Rs. 726.94 per unit has been recommended against Rs. 1103 last year. Therefore as was done last year the per unit cost may be approved at Rs 1103.

17. Inclusive Education for Disabled Children (IEDC) Experts in the field of Disability Identified 1,78,201 CWSN (3.40% of total Child Population) studying in Elementary Classes in the State. State Proposed Systematic and Scientific activities for effective implementation of IEDC for rupees 5346.01 lakhs for the year 2013- 14 According to SSA norm there is provision for 3000 rupees per child. TSG approved only Rs 2370.073 lakhs for IE @Rs 1330/- TSG recommended 501.48 Lakh in Management costs and other interventions. Activities of IEDC recommended Under management cost may be approved in IEDC intervention Twelve Activities Proposed under IEDC were not recommended. It is very difficult to implement activities Proposed for the 2013-14 Plan.

18. Innovative Activities – Not recommended Computer Aided Learning (CAL) Activities has been widely accepted CABE also appreciated Kerala’s progress in ICT implementation in making the school education IT savvy. ICT will emerge as a movement and government is committed to achieve the computer literacy as general literacy we achieved in 1990’s. Withdrawal of CAL will badly affect and it is a setback in the whole system of education in the digital era setting a digital divide. In order to incorporate ICT education provision for CAL may be made. There are many committed activities which need follow up and further provisioning. Therefore a provision of Rs. 50 Lakhs per district may be allowed to continue the good work that is under way in Kerala.

19. Transport/Escort Facility Proposed for Transport/Escort Facility for 20149 children in remote habitations. As per the school mapping it is found that in some remote habitations children have to walk several kilometers to reach the nearest Primary schools. In most of this areas there is no scope for starting a neighborhood school since the number of children in such areas is very few. So it is feasible to provide transport facility for this children. 21. Summary and Conclusions The overall proposals amounted to Rs. 938.48 Crores. The recommended amount by TSG was Rs. 322.95 Crores. Considering the importance of implementing RTE Act in the Kerala from the next academic year, after reprioritizing the work, An amount of Rs. 225.47 Crore additionally required.
