2. Native American/Alaskan Program Highway Safety Act of 1966, U.S.C. Title 23, Section 402, provides for U.S. DOT funding to assist Indian Tribes in implementing Highway Safety Projects Section 402 provides that American Indian Tribes be identified for purposes of administering highway safety programs in Indian Country, as a “State” Congress designated Secretary of Interior as Governor of the Indian State. Governor designates Governor’s Representative Charles Addington, Deputy Associate Director of BIA OJS serves as Governor’s Representative of the “Indian State”
