RMA Perspective on Product Stewardship RMA began scrap tire efforts on behalf of tire industry in 1990 RMA committed to shared responsibility – through free-market approach RMA focus: –Development of sustainable markets –Creation of effective state laws to address stockpile abatement, regulations and enforcement –Information clearinghouse – technical data in support of markets –Coordination among EPA, states, scrap tire processors and end-users –Technical standards for end-use markets

RMA Recommendations for CA Expand sustainable, large-scale markets –TDF – Eliminate misperceptions –Rubber-modified asphalt Educate local government DOTs through workshops – RMA willing to help –Civil engineering Educate landfill operators about landfill construction opportunities – use CA documents on subject Road construction opportunities –Electric arc furnace – Possibly provide grant for trial Convene study on options for phasing out scrap tire landfilling
