1The Role of Standards in Industrialization KEBS/UNIDO/01 2006-11-22 “The MSE’s are the engine behind economies and drivers for Industrialization processes”

2The Role of Standards in Industrialization KEBS/UNIDO/01 2006-11-22Introduction…. Standardization contributes not only to international trade but also to the basic infrastructure that underpins society, including health and environment, while promoting sustainable development, and Sustainable development is the development that meets the needs of the present without compromising the ability for the future generation to meet their needs MSE Cry: “Without me, my country is not complete”

3The Role of Standards in Industrialization KEBS/UNIDO/01 2006-11-22 THE ROLE OF STANDARDS IN INDUSTRIALIZATION Eng. Dr. Kioko Mang’eli, Managing Director Kenya Bureau of Standards African Industrialization Day and UNIDO’s 40 th Anniversary KICC Nairobi, Kenya 22 November 2006

4The Role of Standards in Industrialization KEBS/UNIDO/01 2006-11-22 The Vision 2030 The President of the Republic of Kenya has given a vision “VISION 2030” Kenya should be a prosperous country by the year 2030 This vision should be envisaged in Standardization because without standards no country could be industrialized The Ministry of Trade and Industry is engaged in programs that lead to Industrialization in the short run given the pressure from WTO.

5The Role of Standards in Industrialization KEBS/UNIDO/01 2006-11-22 Role of Standardization… 2.0 Standardization therefore : Brings out competitiveness National securities – through technologies that reduce dependence on foreign resources Improve quality of life and thus maintain the human resource Provides opportunity to take market leads Ensures quality in production and performance – ability to revolutionize improvement in quality

6The Role of Standards in Industrialization KEBS/UNIDO/01 2006-11-22 Role of Standardization… 2.1Standardization and competitiveness: The degree to which a nation can produce goods and services that meet the test of international markets while simultaneously maintaining or expanding the real incomes of its citizens. Produce wide variety of products Introduce new products Modify existing products quickly Respond to customer needs
7
7The Role of Standards in Industrialization KEBS/UNIDO/01 2006-11-22 Role of Standardization… 2.2Standardization and Technologies: Specifies materials Determines dimensions & tolerances Defines appearance Sets performance standards
8
8The Role of Standards in Industrialization KEBS/UNIDO/01 2006-11-22 Role of Standardization… 2.3Role of Quality in Production: 2.3.1 What is quality? The degree of excellence of a thing” (Webster’s Dictionary) “The totality of features and characteristics that satisfy needs” (American Society for Quality) Fitness for use, that is usability (Deming) Quality of design
9
9The Role of Standards in Industrialization KEBS/UNIDO/01 2006-11-22 Role of Standardization… 2.3.2 Processes and Technologies Craft production On order, for individual customers Mass production High volume production of standardized products for a mass market Emphasis on quantity produced & efficiency Lean production Adaptation of mass production to change in demand with emphasis on quality & flexibility (TQM & JIT) Globalization Companies compete worldwide for market access & production resources
10
10The Role of Standards in Industrialization KEBS/UNIDO/01 2006-11-22 Role of Standardization… 2.3.2 Processes and Technologies Project One-time production of product to customer order Batch production Process many jobs at same time in batch Mass production Produce large volumes of standard product for mass market Continuous production Very high volume commodity product
11
11The Role of Standards in Industrialization KEBS/UNIDO/01 2006-11-22 Role of Standardization… The Product life cycle process Volume Low High Project s Batch Production Mass Production Continuous Production Standardization
12
12The Role of Standards in Industrialization KEBS/UNIDO/01 2006-11-22 Role of Standardization… 2.4 Standards and Consistency: Consistent errors are easier to correct than random errors Consumers prefer product characteristics near their ideal values
13
13The Role of Standards in Industrialization KEBS/UNIDO/01 2006-11-22 Role of Standardization… 3.0 Present situation in Kenya Industry Kenya Association of Manufacturers (KAM) about 500 members KAM – Most of their production is highly dependent on imported technologies which are in themselves old technology and expensive in terms of running costs Cottage / MSE industries – about 6,000 organizations with about 700,000 members MSE industries – Most of their production seems to be stagnant and it is time for an industrial revolution
14
14The Role of Standards in Industrialization KEBS/UNIDO/01 2006-11-22 Role of Standardization… ( 4 ) 4.0 What then must we do if we are to realize Vision 2030? How can we move 2,000 -5,000 MSEs from Craft/project manufacturing to continuous mass production within 5 Years From the backyard market to the global market through the regional market Traditional Manufacturing must should focus on Manufacturing for the future. Use of computer applications i.e. computer aided designs (CAD) and computer assisted manufacturing (CAM) should be the next step. STANDARDIZATION IS A MUST IN ALL OUR PROCESSES!!!!
15
15The Role of Standards in Industrialization KEBS/UNIDO/01 2006-11-22 Way Forward… 5.0 Way Forward KEBS, KIRDI, KIPI and the MSE Industries must work in partnership if we are to Industrialize. The four organizations have already signed a joint MoU whose goal is to take the MSE Industries to the next step of Manufacturing
16
16The Role of Standards in Industrialization KEBS/UNIDO/01 2006-11-22 Way Forward… 5.0 Challenges faced: An effective Standardization infrastructure is required to meet the measurement challenges required to meet health, safety and environmental considerations Increased need to implement Compliance to Standards interventions to facilitate value addition to our locally sold products, exports, regional production (integration) and market access initiatives
