LAS requested Member States to implement UN facilitation instruments In 2009 and 2010, Ministers of Transport of the LAS called for the implementation of the UN trade and transport facilitation instruments, in particular the TIR Convention, and to increase cooperation with the IRU. Page 6 IRU Regional Committee for Africa (CRIPA) Objectives 1.To cooperate with Member Associations and the national authorities of the region in order to develop and facilitate the transport of goods and passengers by road at a crossroads between the European, Asian and African continents. 2.To cooperate with the most representative road transport national Associations and with the relevant regional and international organisations to increase the number of IRU Regional Committee Members, in order to promote sustainable development and further facilitate trade and road transport with the aim to contribute to the region’s economic and social development. Page 7 IRU Regional Committee for Africa (CRIPA) Work Plan 1.Promote Public-Private Partnerships among the public authorities of member countries, regional governmental authorities and national, regional and international professional organisations; 2.Extend the geographical scope of the IRU Regional Committee to the whole African continent; 3.Develop and implement a programme to promote the Committee’s objectives; 4.Structure and organise the IRU Permanent Delegation for Africa. Page 8 IRU Regional Committee for Africa (CRIPA) Resolution (c) International Road Transport Union (IRU) 2011 Call upon the governments and competent authorities of African countries to: Work in close cooperation with associations representing transport and logistics in a constructive spirit of public-private partnership, Implement at national level the necessary procedures to ratify major UN international conventions to facilitate trade and international transport, including as a priority the UN International Convention on the Harmonization of Frontier Controls of Goods (21 October 1982) and the TIR Convention, Appoint the competent national authorities to ensure their smooth implementation, in close cooperation with the International Road Transport Union (IRU).

Objectives: 1.To promote the key UN trade and transport facilitation conventions in the LAS region, 2.To conduct a study to identify benefits of the TIR system for trade facilitation in the LAS region and its economic integration with the world markets, 3.To contribute in the organisation of three National TIR Workshops in interested LAS Member States, notably Saudi Arabia, Egypt and Lebanon to inform the national competent organs about the benefits of the TIR convention as well as the related technical and administrative conditions to join and implement it, 4.Formulate and plan the implementation of National and Regional TIR Action Plans in the LAS region.
