3 3 I. Introduction Decentralized statistical system: NIS compiles and consolidates statistics provided by decentralized offices and also collects primary data. New recently reorganization of NIS (June 2009): To meet the increasing demand of wide range of statistics of good quality. ICT department is one of the news department that just established. The ICT Strategy for the NIS is very importance. There exists a need for NIS to modernize and extend its ICT to secure timely and accurate statistics serving governmental and the public.

ICT Strategy in the Production, Dissemination of Official Statistics A.Standardized Network - A new physical network design for NIS has been elaborated. - The servers type of the NIS Domain are: 1. Domain Controller 2. Database Servers 3. File Servers 4. Communication Servers 5. Backup Servers 6. Application Servers

ICT Strategy in the Production, Dissemination of Official Statistics (con’t) B.Data Storage A Client/Server based DBMS like MS SQL Server: A few factors to take into consideration on which DBMS to use: - Data integrity – Security - Performance - Backup and Maintenance - Data Warehousing Microsoft SQL Server contains a complete storage solution for an organization like NIS with the following components: - Storage Engine - Data Extraction, Transformation and Load (ETL) tools - Data Mining - Data Warehousing - Strong Access Security System

Based on the fact that the software should be recommended for the NIS: - Statistical software – Stata, SPSS - Tabulation and dissemination tools – SPSS, Excel SuperCROSS, MS SQL Server, CAMInfo,... - Office software – Microsoft Office, Open Office (KH) - Software Development tools – VB6, VB.Net and CSPro - Antivirus Software: Symantec Antivirus, Trend Micro Antivirus Corporation Edition

ICT Strategy in the Production, Dissemination of Official Statistics (con’t) - Statistical Data and Metadata Exchange (SDMX): NIS is planning to implement the SDMX standards for exchanging data and metadata. - SuperCROSS (Data warehouse): this solution is very useful within organization network especially all subject matter teams (internal use). Later on in next step we are planning to establish this into the government network and and web as tabulation and dissemination tool (SuperWEB).

A network backup plan is always important to make a plan for back up system. - Types of Backup. Normal Backup. Copy Backup. An incremental backup. A Differential Backup. A Daily backup

Staffing : A statistical agency like NIS the ultimate goal is to ensure IT competence on all levels in order to be self- reliant. Five areas of interest will be identified with different demands on IT skills: - Day-to-Day word processing and spreadsheet handling - LAN operation and maintenance - Database design, maintenance and administration - Statistical tabulation and analysis - In-House Application Development

Conclusion -Statistical agencies must recognize that the ICT Strategy needs to support the key priorities in the most cost-effective manner and must also understand the risks and challenges of ICT Strategy because it is a very importance role in its production of official statistics. -It is long-run strategy plan due the NIS has a very limit of human resources, So capacity building for ICT staffs is needed to be done through daily job and in-house training. -All ICT staffs of NIS should have general knowledge of each area but have near specialist competence in their own field to achieve this goal substantial training within the ICT-field is necessary.
