Used Oil – 23 % Latex Paint - 20% Auto Batteries – 9% Oil Based Paint 6% Other – 42% Refrigerators - 8600
13
Materials (2009)
14
Operations = $383,000.00 Additional – $430.00 per ton to costs +700 tons Offsets over $50,000.00 With operational costs = 3.39 lbs./gal.
15
Reuse Statistics (2009)
17
Internal Program (1994 – Present) Refrigerant Recovery – 1994 – 1997 +400 lbs. CFC Fleet Services Processed using reclaimed equipment – 1996 – 1997 +200 lbs. HCFC Building Maintenance – 1999 – Present +200 lbs 134a – Fleet Services – 2008 - 2009 7000+/8000 units 0 Disposal Costs
18
Internal Program (2009) HHW Oil and Antifreeze Collection – 75,462 gallons used oil 9% collected volume – 6,231 gallons of spent antifreeze 19% collected volume
19
Internal Program (2009) Oil – Re-refined - Firebird 15-40 CJ4 = $6.65 gal – New (Virgin) - 15-40 CJ4 = $6.40 gal Antifreeze – Remanufactured - Extended Life 50/50 = $3.95 gal – #2 HDPE jug - Reusable = $1.97 ea – New (virgin) - Fleet Guard 50/50 = $11.65 gal
20
Internal The used oil collected at the Cities, Colbert and Valley Transfer Stations and at the Waste to Energy Facility (65,792 gals in 2008) were processed at the Portland, OR refinery. Process yields from used oil. – 70% Lube oils (Motor, Hyd., and ATF) – 5% Water – 7-10% light Fuels. (Gas & Diesel) – 10-15% Asphalt Transportation costs from Spokane to Portland is approximately $180.00 Cost is $0.25 per gallon more than virgin lube oils Production of base oil from used oil requires only about 65% of the energy required to produce base oil from crude oil
21
Internal Program (2009) Fleet Services (annually) – 6800 gallons of motor oil – 1200 gallons of antifreeze Purchasing remanufactured antifreeze bulk quantities re-packaging – refillable code 2 “closed loop” Previously the code 2 containers were not recycled due to antifreeze contamination – Culture shift
22
Internal Program (2009) Diversion (reuse) vs. Reduction - norms Culture shift
