Policy 20 Summer Participation What is considered the summer season? What is allowable and prohibited during the summer?

Policy 20 Summer Athletic Participation Summer: The day following the last day of classes, or June 1 whichever comes first. Concluding with the Saturday of Week 5 in the FHSAA standardized calendar for the following school year. What are schools prohibited from doing during the defined summer period? Recruit Football No helmets or pads No physical contact Schools can issue pads and helmets for use at a summer football camp

Policy 21 Off-Season Conditioning Season definition: Summer=Day after the last day classes or June 1 st, whichever comes first, through the Saturday of 5 th week of the FHSAA calendar Off Season=Any time during the school year outside the sports season Sports Season=First permissible date of practice through the last competition date What is conditioning?

Policy 22 Definitions What is the purpose of Policy 22: It outlines what a school coach or anyone ‘involved in any respect’, with non-school teams can and cannot do in order to ensure they are still eligible to coach a school team and they do not put their student athletes eligibility in jeopardy. School Coach: Anyone who instructs, supervises or manages student athletes at a team activity. Someone who is ‘involved in any respect’ means anyone engaged with a non-school team.

22.2 Off-Season Participation A school coach shall not have contact with students outside the normal teacher-student classroom environment except to: make arrangements for and assist in the conduct of physical examinations; or explain eligibility regulations; or solve insurance problems; or review films; or conduct off-season conditioning as defined in the “Off-Season Conditioning Guidelines” as per Policy 21.

22.3 Non-School Teams A coach, prospective coach of any member school or any individual involved in any respect may not be involved with a non-school team in a sport unless: The team is affiliated with an outside agency (i.e. AAU, USSSA, USTA, USGA, USSF, City/County Leagues, etc.) There has to be a published schedule Students and/or coaches cannot wear attire representative of their school All fees or assessment for participation must be documented Participation has to be voluntary and cannot be required for membership on the school team. If a school facility is used, a usage of facility agreement must be completed A GA6 form is on file

22.4 (Previous Contact) A student athlete who participates on a non-school team is subject to by-law 9.2.4 which states that if the student athlete ends up attending a school where their non-school team coach is the high school coach, that could have an effect on that student’s eligibility at the varsity level.

Policy 23 Open Facilities What are the rules regarding open facilities?

Open Facility Open to all students Students can only participate at their own schools Middle school students can not go to off-site senior high schools Supervision is required No sport specific coaching or instruction Participation is voluntary With the exception of fall, open facilities must conclude a minimum of two weeks prior to the first permissible practice date for that sport

Policy 24 Camps and Clinics When can a coach participate in a camp or clinic?

Policy 24.1.1 Participation in camps, clinics, combines or workshops during the summer is allowed. A coach may participate in a camp, clinic, combine or workshop during the school year if all of the following exceptions are met: The event is hosted by a third party (not-for-profit organization), of which the coach is not an organizer, supervisor, owner, etc.; and The coach participates in an instructional capacity only; and The coach does not wear any school paraphernalia which identifies the school with which the coach is affiliated; and The coach is subject to the provisions of Policy 36 and the students are subject to Bylaw 9.2.4 Policy 22.4, and/or Policy 36; and The event is not held on the coach’s school campus

Policy 24 Camps and Clinics What are the restrictions on personal instruction?

24.1.2 A representative involved in any respect with the member school can provide personal instruction given: The individual providing instruction owns, or is employed by, a company which provides athletic skills. The company must be licensed and have a tax-ID number If they are on a schools campus, there must be a use of facilities agreement (if on campus no more than 2 student-athletes can be instructed at the same time) All fees must be documented Participation is voluntary A GA6 form must be on file Anyone associated with the company (including, but not limited to, owner, manager, etc.) who has a general administrative function within the company are considered to have had contact with the student-athlete. Instructors are considered to have had contact with the student-athlete when they provide instruction.

Policy 25 Student and Team Participation in Camps, Clinics, Combines or Workshops What can students participate in without jeopardizing their eligibility?

25.1 Individuals Students from FHSAA member schools may participate as individuals provided: They do not represent their school in any way Fees are not paid by the school, coach or district. Students provide their own transportation 25.2 Teams FHSAA member schools may permit their athletic teams to participate provided: The event takes place during the summer. Participation by teams in camps, clinics, coaching schools, or workshops are prohibited during the school year. Fees for the students or teams are not paid by the school, coach or district; however internal account funds generated from fund-raising may be used. Participation in the event is not an actual or implied prerequisite to their membership on the team.

Policy 26 Participation in All-Star Games and Showcases Can students participate in All-Star Games and/or Showcases?

All-Star Teams, Games and Showcases All-Star Teams: No student at a member school shall participate on a high school all-star team in a sport as a result of his/her performance as a high school athlete until the student completes his/her interscholastic athletic eligibility in that sport. Games: Students may participate in All-Star Games provided: Any associated activity is not conducted prior to the completion of the season. The student-athlete has exhausted their athletic eligibility in that sport. Fees for participating are not paid by the school, coach or school district Fees from internal accounts that are generated from fund raising may be used Showcases: Showcases are events comprised of athletes who are selected or invited to participate as a result of the athletes’ performance as an athlete.
