2 Sample surveys of population on labour migration - The first national sample survey of population (households) on labour migration (labour migration survey) was conducted in 2008 as a module of sample surveys: the population (households) on economic activity and household living conditions (with technical assistance of the fund «Open Ukraine», World Bank, IOM). - The second survey of labour migration was conducted in April- June 2012 as a module of sample survey of population (households) on economic activity (in the framework of the EU-ILO project "Effective management of labour migration and its qualification aspects").

3 The main methodological principles of labour migration survey. The purpose of surveys is – to assess the scales, incidence of the phenomenon, the geographical direction of external labour migration, social and demographic composition of migrants, their activities, working conditions, etc. (in 2012 - the educational level and the direction of moving abroad). The definition of "Labour migrants" used for the surveys: - In 2008 – Ukrainian citizens of working age, who were engaged in paid economic activity in other countries all the time, seasonal or temporary (including those who have been working without official status). They do not include: commuters in the border areas and those who left for permanent residence. - In 2012 - Ukrainian citizens aged 15-70 years, who during a specified reporting period, returned to the country after the work was done or searching job abroad, have been working (permanently, seasonally, temporarily) in another country, or left abroad with the aim to find a job.

4 The organization of labour migration surveys Development of the program of the survey (tools, methodology); Formation of the sample; Testing of survey program; Conducting training for supervisors and specialists in interviewing; Conducting a poll of the population by the place of residence; Control of experts interviewing; Preparation of questionnaires for processing.

5 Survey organization The basis of conducting - the representative probabilistic territorial sample of non-institutional households selected: - in 2008: for survey of population's economic activity and living conditions of households (25 thous. households); - in 2012: survey of population's economic activity (27, 8 thous. households) Observation period: - in 2008 г.: from the 1 of January, 2005 till the 1 of June, 2008 (3,5 years); - in 2012 г.: from the 1 of January, 2010 till the 17 of June, 2012 (2,5 years). The object of observation: - 2008: Persons of working age (women 15-54 years, men 15-59 years old). Surveyed more than 48 thousand people or 0.17% of the working aged population. - 2012: persons aged 15-70

6 Tools of labour migration survey in 2012 Application to form № 2-еаp (Sections A and D) Section A "Categories of labour migrants" allows to classify persons aged 15-70 years, who, beginning from January 2010 until the beginning of the survey, went to another country for various reasons, or returned from abroad. Based on this information breakdown of labour migrants by categories is made; The key questions: - the purpose of being abroad; - questions about a job or searching a job; - the categories of migrants-workers; - plans for the trip abroad during the next 6 months.

7 Tools of labour migration survey in 2012 Application to form № 2-еаp - Section D "Income from abroad and household welfare" - questions about getting support from abroad (money or goods) and its impact on the welfare of the household). The key questions: - source of support from abroad; - type of support and the amount of cash support; - frequency and method of financial support; - ways of using financial support and its share in total income of the household; - types of the goods and their valuation.

8 Section B "Characteristics of labour migrants" - information on persons aged 15-70 years, who, beginning from January 2010 until the beginning of poll, returned after the done work, were working or searching a job abroad, are in the following categories: Returned labour migrants; labour migrants, who were living abroad up to 12 months; (including persons who are expected to come back during the year) – short-term labour migrants labour migrants, who were living abroad 12 and more months (including persons who are not expected to come back during the year) – workers-emigrants. The key questions: The reason for the return after working abroad; Plans for a return from abroad; The frequency of visits and period of stay in the latter country; Type of activity in which the work is looking for; Type of activity, profession, employment status; Correspondence of education to the performed work. 9 Application to form №1-ЕАP Section B "Characteristics of labour migrants" The key questions (continuation): Working conditions and social security; The amount of wages and the share of expenses of living abroad; Training before leaving abroad and coherence of acquired level of education to the necessary level in the country of residence; The reason for seeking employment abroad; Residence status and ways to process it; Previous activity; Remittances: the amount, frequency, methods of transmission etc.

10 Section C “Plans concerning leaving abroad" – information about the intention of individuals aged 15-70 years old to go abroad within the next 6 month with definite purpose. Key questions: Travel purpose; Planned duration of stay; Measures taken to travel; Education with a purpose to leave (language and other courses). Application to form №1-ЕАP

11 Features of the organization and methodology of the survey in 2012 Inclusion of individuals that have exceeded the active working age (individuals aged 15-70 years old); Enhancement of the definition “labour migrants” for the purposes of the survey (individuals that left with the purpose of seeking employment abroad were included) Change of the period of observation (survey of the labor migration for the last 2,5 years); Improvement of the questionnaire for acquiring information on definite categories of labour migrants: came back to Ukraine Short-term migrant workers (resident abroad to 12 month) Emigrant-workers resident abroad above 12 month); Inclusion of questions about training for going to work abroad and coherence of the level of education acquired in Ukraine to the level necessary for working in the country of residence into the program of the survey. The results of survey will be published in January 2013.
