Strasbourg 05/06/07 Strasbourg 31/07/07 Non-State Actors and Local Authorities in Development Summary -This programme succeeds both the NGO co- financing programmes and the decentralised cooperation programmes; -The added value of associating various NSA lies in their independence from the State and their ability to bridge a critical gap between strategic goals and their practical realisation. -It is chiefly implemented in countries and regions where geographical programmes do not provide for any financial support for NSA or LA owing to weak political commitment, in subregions out of reach of the country programme or in situations of difficult partnerships, fragile States, post-conflict, political instability, etc.

Strasbourg 05/06/07 Strasbourg 31/07/07 Non-State Actors and Local Authorities in Development The programme foresees three objectives: Objective 1 – In country operations (in country envelopes, multi country action): Actions which strengthen participatory development, support capacity development processes for the actors concerned at country or regional level, and promote mutual understanding processes; Objective 2 – Development Education within the EU and acceding countries: Awareness raising and education for development in the EU and acceding countries

Strasbourg 05/06/07 Strasbourg 31/07/07 Non-State Actors and Local Authorities in Development The programme foresees three objectives: Objective 3 – Coordination: coordination and communication between civil society and local authority networks, within their organisations and between different types of stakeholders active in the European public debate on development.

Strasbourg 05/06/07 Strasbourg 31/07/07 Non-State Actors and Local Authorities in Development Cross-cutting objectives The primary cross-cutting objective of this programme is the eradication of poverty in the context of sustainable development, including pursuit of the Millennium Development Goals (MDG). Other major objectives include good governance and human rights, which are cross- cutting issues to be mainstreamed in interventions in partner countries.

Strasbourg 05/06/07 Strasbourg 31/07/07 Non-State Actors and Local Authorities in Development Priorities Our priorities include supporting stakeholder participation in unfavourable contexts (e.g. difficult partnerships, instability, conflict), promoting cross- border and regional initiatives, fostering quality partnerships between different stakeholders from the EU and partner countries, strengthening the capacity of employer and worker organisations, and fostering coherence as regards development in the area of education by giving children and young people access to education for development.

Strasbourg 05/06/07 Strasbourg 31/07/07 WTD: Working Together for Development Overall objectives: Strengthening partners capacity to build trans- national alliances and to disseminate best practices; Increasing the number of multi-actor partnerships and consolidating exchanges between different types of LA and NSA networks; Strengthening the capacity of LA and NSA platforms in the new Member States; Providing to LA and NSA networks new capacities to act as "multipliers" agents in the field of development;

Strasbourg 05/06/07 Strasbourg 31/07/07 WTD: Working Together for Development Specific objective The present proposal aims at fostering the role of local authorities associations and also of civil society networks in the field of development, enhancing their capacities to act as development agents in and outside Europe, partnering with the European Institutions in the implementation of the EC development policies.

Strasbourg 05/06/07 Strasbourg 31/07/07 WTD: Working Together for Development Target groups: a)public (LA) and private structures (NSA, Associations of LA) involved in development actions; b)LA’s delegates in charge of identifying the priorities and strategies for their territories, relating them to the EU policies and politics; c)civil servants in charge of cooperation services, involved in the management of joint actions with the civil society but also in fighting poverty and social exclusion at local/regional level; d)development NGOs that can reach through their activities specific groups of the local populations; e)the staff of the NGOs stated before; f)public-private structures and platforms (including but not limited to Associations of Local Authorities).

Strasbourg 05/06/07 Strasbourg 31/07/07 WTD: Working Together for Development Final beneficiaries: a)all the members (Las and NSAs) of the associations and networks involved in the project; b)local populations of the involved countries, including all the actors not directly targeted by the present proposal; c)EU institutions at central level and decentralised level that usually support the activities of the involved structures; d)National Governments, especially those ministries and departments dealing with Las and development issues

Strasbourg 05/06/07 Strasbourg 31/07/07 WTD: Working Together for Development Estimated results: The strengthening of Local Authorities and Non State Actors networks and platforms in Europe; The strengthening of the capacity of Local Authorities and Non State Actors to actively participate in development aspects; Better awareness and understanding of the role of LA and also of NSA, and especially of their networks, in the field of development; Increased number of trans-national exchanges; Networking and coordination activities between Local Authorities and Non State Actors; Increased public awareness on global interdependencies between the EU and developing countries.

Strasbourg 05/06/07 Strasbourg 31/07/07 WTD: Working Together for Development International activities: 1.Preparation phase: to discuss in details the organization of the project, agree on the communication methods, define partners' role; 2.Steering Committee meetings: 3 coordination meetings - initial, mid-term and final meetings - involving all the partners; 3.Launching seminar: One-day seminar to present the whole project to a large number of European stakeholders and launch the project at the European media involving media; 4.Thematic workshops: 4 thematic one-day workshops on the most vivid topics in the field of development; 5.Trainings on decentralized cooperation:2 3-days trainings on the methodology of decentralized cooperation, to provide new capacities;

Strasbourg 05/06/07 Strasbourg 31/07/07 WTD: Working Together for Development International activities: 6.Study visits in Brussels: 1 study visits in Brussels to promote interaction of LA and NSA networks with the European Institutions; 7."Call for local projects”: Launch of the call for local projects focused on the addressed topics, supported through re-granting; 8.Final conference: One-day final conference to disseminate project results and debate on the follow-up; 9.Publication: Final publication, edited as a hand-book; 10.Website: Internet and external means of communication, project's window; 11.Evaluation seminar: Final seminar, involving all the partners, to evaluate the whole project and discuss the follow-up.

Strasbourg 05/06/07 Strasbourg 31/07/07 WTD: Working Together for Development National/Regional activities: 1.National/regional workshops: 8 national and regional workshops of associations, platforms and networks of local authorities and civil society focusing on their role in the field of development; 2.National working groups: Working groups at the national level to discuss the main issues addressed, including the preparation of the final conference.
