A Transnational TTO for ELI Collaboration with CERN J.-M. Le Goff ELI-CTU-CERN meeting ELI, Prague, January 29th-30th, 2014 HEPTech-CERN Collaboration 1

A transnational TT Office for ELI (Extreme Light Infrastructure) Jean-Marie Le Goff (CERN, CH) Tuesday, June 24, 2014 Workshop on the Danube Innovation Partnership Vienna 24-25 June 2014

Agenda ELI ecosystem HEPTech Towards a transnational TT Office

Ecosystem Definition  An ecosystem consists of all the organisms living in a community as well as all the abiotic factors with which they interact.

ELI ecosystem All the organisations acting within a community as well as the supporting/facilitating entities with which they interact.  RI(s) centric!  Not just the ecosystem around the TT Office!

ELI ecosystem stake holders Research Infrastructures – Facility: Beams and supporting infrastructure for experiments – R&D&I Industry – Supplier – Commercialisation/Exploitation of R&D results University & Applied/Technical university – Interns to work in RIs – R&D&I Supporting/facilitating entities – Procurement Office – Funding agencies (Public/Private) – TT Office

Benefits for academia RIs will find in the ecosystem: – A network of high-tech industry capable of meeting their needs  Procurement – A network of high-tech industry capable of developing products/applications using research results  Technology Transfer – A network of Universities with expertise in the field of Lasers to contribute to the R&D (Laser, photon detectors, etc..)  Collaboration  Technology Transfer – A source of people to be trained and staff the infrastructure  HR: Training and mobility ELI-HEPTech Workshop

Benefits for industry Industry will find in the ecosystem: – A privileged access to information on call for tenders  Procurement – A privileged access to know-how, technology & innovation  Technology Transfer – Academic expertise to help responding to call for tenders  Collaboration  Technology Transfer – A source of potential staff  HR: Training and mobility ELI-HEPTech Workshop

Main issues for TTOs Consistent IP Policy across all RIs in the ecosystem – To regulate all IP related activities (Procurement, TT, collaborations and Training & Mobility) TTO:  Timely response to multiple needs – IP management, rights & access – Licences of technical results – Standard agreements for all kinds of collaboration – Standard agreements for services and consultancy – Synergy with procurement to foster exploitation of results – Support across the valley of death (during the transfer from lab  industry) – Assistance to spin-off – Promotion & Marketing of ELI science & technology ELI (ERIC) specific: Transnational aspects – Integration in the ELI-ERIC – Moving from three independent TTOs to a single TTO with three branches – Capacity building

HEPTech: What do we do ? Help move results from fundamental research in physics to society – Industrial academic collaborations – Other academic disciplines Foster collaboration – Apply for grants: COST, H2020 Share best practice in TT – Trailed new innovation platform

HEPTech Membership 23 / 15 HUNGARY

RD51 Gaseous Detectors KTN_Photonic s UK HEPTech Interconnections R&D on detectors  The 3 ELI infrastructures are HEPTech members  Point of Contact with Major Players related with lasers & photon detection

Towards a transnational TT Office Objectives – Develop an IP policy Agreed Modus operandi on IP/TT matters across ELIs used for interacting with the ecosystem Compatible with ELI RIs national laws – Capability building Develop capability in the 3 TTOs to address – All TT specific matters – All ELI specific matters (technology valuation, marketing, etc.) – Develop contract templates Compatible with ELI RIs national laws – Address ERIC related matter Organisation and Governance, TTO status IP matters within an ERIC Relations with national TT supporting structure (incubators, technopark, etc.) – Establish transition measures and mechanisms

Towards a transnational TT Office Proposal: – Assist ELI RIs in developing IP policy Building capacity Develop contract templates – Launch a JRC/TTO Circle, HEPTech task force to work out concrete propositions to the transnational TTO – Assist ELI RIs in developing transition measures Timescale: – ELI-ERIC with TTO operational in 2017

Where do we stand? ELI-DC + Three Pillars must agree on a strategy and a workplan Look for regional funds to support TTOs Synchronize with DG-regio. HEPTech to provide assistance if and when needed HEPTech-ELI Collaboration

The Collaboration Spotting Project Thank you for your attention
