2 What exactly is the REALTOR Party? The REALTOR® Party is a powerful alliance of REALTORS® and REALTOR® Associations working to protect and promote homeownership and property investment. Now more than ever, it is critical for REALTORS® across America to come together and speak with one voice about the stability a sound and dynamic real estate market brings to our communities. From city hall to the state house to the U.S. Capitol, our elected officials are making decisions that have a huge impact on the bottom line of REALTORS® and their customers. Through the support of REALTORS® like you, the REALTOR® Party represents your interests. As a member of the REALTOR® Party, you... Vote for REALTOR® Party Candidates. Act on REALTOR® Party Issues. Invest in RPAC.

4 But why? And who? And do I have to…? Why is NAR making these resources available? –We are an advocacy organization –Citizens United v. FEC –2011 $40 dues increase Who makes the decisions about who will receive money and how much? –The members of the IE and Issues Mob Committees –Plan and budget development – staff and consultants –Application process – yes, it is as fun as it sounds! Are the locals required to utilize these resources? –Of course not, but why wouldn’t you?

6 Contribution from Associations (i.e., “skin in the game”) Grant requests must meet the following contribution standards that equate to a percentage of the amount requested of NAR: - For grant requests of $25,000 or under, a minimum 10% association contribution (for example: if an association requests $20,000 from NAR to support an issue campaign, the association must contribute at least $2,000); - For grant requests between $25,000 and $1 million, a minimum 25% association contribution; - For grant requests over $1 million, a minimum 50% association contribution. An association’s “contribution” includes: financial contributions, including committed funding from coalition partners and other REALTOR® associations; and in-kind, non-financial contributions (e.g., staff time and volunteer activities). “Committed funding” means that the funding has been officially approved as evidenced by written documentation which authorizes the funding. The Issues Mobilization Committee has discretion, on a case-by-case basis, to waive the above standards on a 2/3 majority Committee vote. However, all grants that do not meet the above standards but are approved by a 2/3 majority Committee vote are subject to review and approval by the NAR Leadership Team. Grant applicants requesting $1 million or more must appear in-person before the Committee at the May, November or December meeting.

7 More New Rules… Point of Contact: To ensure that senior association staff are substantively involved in the grant request application process…Amended Program Policy to require that – for both state and local associations - an appropriate association staff person (EO, GAD, or other designated staff person) complete and submit the grant request application, be identified on the application as the contact person, and serve as the primary point of contact on communications between the association and NAR (staff and consultants). Further amended Program Policy to require the signature of the association’s chief staff officer on the application (the signature of the association’s chief elected officer is already required). Ballot Initiative Deadline: To maximize the type and degree of assistance that can be provided…Amended Program Policy to establish a deadline of 90 days prior to the date on which the first vote can be cast on a ballot initiative, by which time an applicant must submit a final grant request application in order for it to be considered by the Committee. However…the Committee may, on a case-by-case basis and in its sole discretion, consider applications that miss the 90-day deadline due to exigent circumstances.

8 And more… Small Grant Requests: To address the current and anticipated future volume of small grant requests, the costs of running effective issue campaigns, and the time-sensitivity of many issue campaigns…Amended Program Policy to increase the small grant request threshold from $10,000 to $25,000. Further amended Program Policy to prohibit the submission of small grant request applications during the weeks of the two annual NAR governance meetings and the REALTOR® Party Training Conference. However…the Committee may, on a case-by-case basis and in its sole discretion, consider applications during these time periods due to exigent circumstances. Large Grant Requests – Polling: To address the increased size and frequency of large grant requests, the amount of NAR funds dedicated to these requests, and the high visibility of big-dollar issue campaigns…Established a new Program Policy to require that the NAR Campaign Services contract pollster conduct or review polling on any Issues Mobilization grant request of $100,000 or more in advance of Committee consideration of the grant request. However…the Committee may, on a case-by-case basis and in its sole discretion, consider applications that have no advance polling due to exigent circumstances. Scope of Program: To address concerns about the frequency of grant request on school funding and transportation funding issues…Amended the Grant Application to include additional questions on school funding and transportation infrastructure funding to assist the Committee in evaluating the funding measure’s impact on economic viability, private property rights and the real estate industry.

9 It was an intense workgroup, y’all… Accounting of Expenditures: To address concerns about the carryover of unused funds in multi- phase campaigns, and to more clearly state the accounting responsibilities of grant recipients at the conclusion of issue campaigns…Amended Program Policy to provide that – in multi-phase campaigns - carryover funds must be reported to NAR prior to Committee consideration of the next- phase funding request, and must be included as part of the next-phase funding request. At its discretion, the Committee may request return of unused funds at the end of a campaign phase. Further amended Program Policy to more clearly state the accounting process for Issues Mobilization grant expenditures and the documentary evidence of expenditures that an association must provide to NAR at the conclusion of an issue campaign. Vendor Conflicts of Interest: To address concerns about conflicts of interest…Amended the Committee Rules to prohibit NAR consultants from participating in Executive Session consideration of grant requests in which they have a financial interest, except when asked by the Committee to provide their input before a decision is made. Member Conflicts of Interest: To address concerns about conflicts of interest…Amended the Committee Rules to provide that a member may vote where that member is a member of the state or local REALTOR® association whose grant application is before the Committee.
