2 Statewide Interoperability Office Under Department of State Police Interoperability Director - Vacant Statewide Interoperability Coordinator (SWIC)-Major Ken Hasenei FirstNet State Single Point of Contact (SPOC)-Under DoIT Statewide Interoperability Executive Committee (SIEC) Federal legislation on SWIC- Requires each State to have someone performing these duties. Federal grant applications will have certification of the SWIC. Statewide Communications Interoperability Plan (SCIP)

Used to mainly focus on LMR systems Now broadened to include : -apps -video/CCTV/Body Cameras/Fixed -Communications Interoperability -Data Interoperability -Next Gen 911 -FirstNet -Policies and Recommendations to SafeCom, and other federal agencies (Cyber, Canadian and Mexican Border)

21 FirstNet Data Collection Data is being collected from Public Safety Entities (PSEs) and Public Safety Answering Points (PSAPs) in Maryland Data will be used to help FirstNet design and deploy the National Public Safety Broadband Network in Maryland This is the best way for your organization to impact the State network design MDInterOp

22 PSEs: What data are we collecting? Basic Organizational Demographics Disciple (Police/Fire/EMS/Other) Basic Contact Info # of FTEs and PTEs Current Deployed Devices #’s Type Current Data Services and Applications Potential Barriers to Adoption

23 PSEs: How are we collecting data? Each organization will be sent a data collection survey in Microsoft Excel format. The survey contains tabs for: Survey Items Basic Demographics Devices Current Provider Barriers Information Acronym Definitions *Note – Ignore “Validation Tables” tab

Participants fill in survey cells Non-fillable cells are locked Some fields are automatically calculated Some fields are subject to entry validation Many fields have “Tool Tips” to help with completion When you are done, email completed survey data.collection@maryland.gov

25 PSAPs: What data are we collecting? One year of Calls for Service data from dispatch operations January 1, 2014 at 12:00 a.m. to December 31, 2014 at 11:59 p.m. Information about each call Call type – breathing problems, assault, stroke, etc. Dispatch date/time and close date/time – to determine duration Address or latitude/longitude – to determine location Unit type responding to call – EMS, police, fire Information we do not need Personnel information Phone numbers

26 PSAPs: How are we collecting data? Export requested calls for service data from Computer Aided Dispatch (CAD) as tables (.txt,.csv) Zip exported tables Contact data.collection@maryland.gov for upload instructions data.collection@maryland.gov Upload zipped data to secure FTP

27 PSAPs: What will we do with the data? Data will be analyzed and processed to a ¼ mile by ¼ mile grid of Maryland 1/4 mile grid will aggregate sensitive data yet maintain local context Data will be used to determine a Coverage Prioritization Strategy Number of calls per quarter mile grid Average call duration per quarter mile grid Call Type Priority Rank Priority will be given to urgent calls

28 PSAPs: What will we do with the data? Coverage Prioritization Strategy Calls for Service Number of calls, average call duration, call type category rank Population Number of public safety personnel, daytime population (working), nighttime population (residential) Transportation Average daily number of vehicles on main road, presence of evacuation route, presence of train, bus route, etc. Facilities Presence of school/university, medical/health center, public safety facility, community support government, library, presence of airport, energy facility, wastewater treatment plant Public Places Presence of sports/racing arena, Maryland Protected Lands (state/county parks), state fairground Other Coverage Access to mobile commercial 4G broadband service, Dead Zone presence, MD FiRST radio system

29 What will we do with the data collected? Each factor has a weight according to priority of data Calls for Service will have highest priority Each quarter mile grid will be scored according to sum of all factors Level of need will determine priority of deployment phase Call for service data will be deleted from the ESRGC secure servers no later than 60 days from delivery Data collected with our survey will be compiled and analyzed by the Maryland FirstNet Team Data will be submitted to FirstNet as part of the ongoing consultation process
