TPT-WG29, Chinese Taipei 29 th APEC Transportation Working Group Meeting, Chinese Taipei, 9-13 July 2007 CAA SMS Program Initiatives CAA established Annex 11, ATS - Air Traffic Services SMS in 2003 CAA requires 6 operators to develop their own aircraft operation and maintenance SMS to meet Annex 6 requirements by the end of 2007 CAA requirement for aerodrome operations SMS at 3 major airports in Taipei FIR to meet Annex 14 requirements by the beginning of 2008

TPT-WG29, Chinese Taipei 29 th APEC Transportation Working Group Meeting, Chinese Taipei, 9-13 July 2007 ATS SMS Reviewed and set ATS regulations and procedures in compliance with ICAO SARPs Set an acceptable level of safety standard (2.12 ATS incidents per 100,000 flights) Determine whether the system is operating in accordance with expectations Identify where action may be required to enhance performance levels to meet expected results Managed Self-Audit Program: 56 audits completed to date Safety audits of 52 ATS units and facilities Fulfilling required ATS safety performance monitoring functions

TPT-WG29, Chinese Taipei 29 th APEC Transportation Working Group Meeting, Chinese Taipei, 9-13 July 2007 Aerodrome SMS Development 2005 -2006 SMS development and training implementation program: SMS Manuals for Taoyuan and Kaohsiung International Airports - Completed 2006 Taoyuan and Kaohsiung International Airports each published and implemented their own airport SMS - Completed on February 17, 2007.

TPT-WG29, Chinese Taipei 29 th APEC Transportation Working Group Meeting, Chinese Taipei, 9-13 July 2007 Aerodrome SMS Development 2007 Taipei Shungshan International Airport SMS Development and Training Implementation Program: The senior-level management SMS training course completed on March 8 and March 28, 2007. The employee SMS training course completed on April 10, 2007. The Safety Committee training course completed on May 5, 2007. Taipei Shungshan International Airport scheduled to complete their own SMS and SCM manuals by July 1, 2007, and will begin operating under the SMS system by January 1, 2008.
