Road users develop there own „safety strategies“ -Road planners have to do their job... and remember that the road offers behavior setting to the user -If you can not avoid wrong behavior allow it and support it

Road functions might change with new neighbors -Road inspections have to realize the new situations and react -Redevelopment of roads is a permanent process, as part of normal maintenance
