2 Confidential 2 Facets of a Successful P4P Implementation Commitment You have an easier road if the district, school board and union leadership all embrace the program as a central element of the district improvement strategy. On the other hand, you shouldn’t be held hostage to those hostile to compensation reform. Put a few of your most vocal critics on your development team (and win them over!) Consider a “year of no consequences.”

3 Confidential 3 Facets of a Successful P4P Implementation Communications Staff need to receive significant information and training regarding the design of the program and their bonus potential. You can’t over-communicate -- it takes at least 7 touch points to get across information to a majority of whomever you are seeking to influence. Think about your communications plan as a political campaign (i.e. use polling data to hone your messaging). Culture change and change management plans need to work side by side with your development and implementation plans.

4 Confidential 4 Facets of a Successful P4P Implementation Attracting and Retaining Talent Data from the P4P program is utilized to make decisions regarding recruitment, selection, retention, promotion, support, remediation and removal of teachers. Over time you can backwards map success in the classroom to teacher preparation program effectiveness.

5 Confidential 5 Facets of a Successful P4P Implementation Financial Sustainability Reallocate current funds that are not providing a high ROI; repackage existing state and federal funds (esp. for high needs schools). Utilize multiple streams of funds to enhance sustainability of the program and create a set-aside pool of funds dedicated to P4P (tax levy, compensation pool carve out). Calculate your min, max and probable pay outs; consider using external financial consultants to analyze future cost projections (i.e. impact on pension costs); recalibrate your projections every few years based on real data.

6 Confidential 6 Facets of a Successful P4P Implementation Continuous Improvement Acknowledge that we are in the early innings of paying educators for results and be open to modifying and improving the program based on program data, an independent evaluation and teacher feedback
