2 Background of NUHM  National Health Mission (NHM) has two major components - NRHM and NUHM.  State Health Mission and District Health Mission reconstituted to cater to NUHM.  95 cities with Population more than 50,000 are covered under NUHM  Accordingly 26 Municipal Corporations, 64 Municipal Councils, 4 Cantonment Boards and 1 District Headquarter (Alibag) covered

5 Major Activities in PIP 2013-14  Up gradation and Renovation of 336 UPHCs.  New Construction of 157 UPHCs.  Up gradation and Renovation of 45 UCHCs.  New Construction of 7 UCHCs.  Strengthening of SPMU and CPMU  Training and Orientation  5844 Accredited Social Health Activist(ASHA) and 8022 Mahila Arogya Samiti (MAS).  Provision for Medicines,Consumables & Equipment.

6 Major Activities in PIP 2013-14 (contd..)  Additional Human Resource for UPHCs  Full Time Medical Officers – 157  Part Time Medical Officers – 493  Staff Nurses – 1092  ANMs – 1784  Lab Technicians – 493  Pharmacists – 493  Accountant cum DEO – 200  Attendant - 192  Untied funds for UPHCs and UCHCs.  Provision for planning and mapping, Capacity Building of staff.  Special provision of Mobile Medical Unit and DILAASA Project for Mumbai City.

Recruitment Guidelines  A Recruitment Committee will be formed at city level.  Commissioners of Corporations will be Chairman of Recruitment committee in Corporation.  Concerned Civil Surgeon will be Chairman of Recruitment committee in Council.  SHS will recruit Posts with salary of Rs. 18000 & above.  Posts with salary less than Rs. 18000 will be recruited by CPMU.  A Representative from UNICEF & UNFPA are included in the committee.  The posts of DEO cum Accountant and Attendant will be outsourced.  Clarity and transparency in recruitment process shall be maintained.

Guidelines related to Bank Account  NUHM would use the institutional structures already created under NRHM at the National, State and District levels for Operationalization of NHM and Sub-mission of NUHM.  Existing Governance structures and financial mechanisms existing under the NRHM would also serve NUHM as well.  In view of this, a separate bank account is to be opened for NUHM programme implementation wherever the account is not existing.  A new account will be opened in ICICI bank  In case of lack of ICICI bank presence, preferred to open the account with any nationalized banks.  In case of lack ICICI bank as well as Nationalized bank presence, prefer to open account with any bank where RTGS/NEFT facilities are available.

16 Guidelines related to Bank Account (contd..)  All institutions will release fund via E-transfer/RTGS mode.  No need to open a separate account for NUHM if there is an already existing account in Municipal Corporation/Council/CB. 19 FAQs  Bank Account Question- Do we need to open a separate bank account even if a bank account of Urban RCH exists ? Answer-  No need to open a separate account for NUHM if there is an already existing account in Municipal Corporation/Council/CB.  Urban RCH staff Question- What about Existing Urban RCH staff ? Weather they will be merged in NUHM or not ? What about their Salary ? Answer- The existing Urban RCH staff of Council will be included in NUHM flexi -pool 2014-15 under Urban-RCH component and their salary will be continued from that component. The Urban RCH staff of Corporation whose salary is paid from urban RCH PIP as per MOU, will be continued from NUHM Flexi- pool PIP 2014-15.

20 FAQs (Contd.)  NUHM Recruitment at CPMU Question-Corporations already have CPM and CAM. What should be done about existing CPMU staff? Ans : If corporations already have CPMU staff, then they should convey this staff information to SHS.
