Federal Acquisition Service 2 Who Can Acquire Excess Personal Property? FFederal Agencies (and their authorized contractors, cooperatives and project grantees) TThe Senate TThe House of Representatives AArchitect of the Capitol and activities under his/her direction TThe DC Government MMixed-ownership Government corporations as defined in 31 USC 9101 i.e. the US Postal Service FMR 102-36.60

3 Golden Rules Of Acquiring Excess Property… FMR 102-36.70 There must be an authorized requirement for the property. You must not acquire excess personal property with the intent to sell or trade for other assets.

4 How Much Do We Pay For Excess Property? $$? EExcess property is FREE to Federal agencies (there are exceptions…) AAcquiring agency is required to pay shipping and transportation costs associated with the acquisition of the property. WWhen applicable, acquiring agency may have to pay packing, loading, and dismantling costs. Example Systems Furniture FMR 102-36.75

Federal Acquisition Service 5 Exceptions To Excess Being FREE… RReimbursement is directed by GSA in accordance with the FMR. NNon-appropriated fund property.. AAppropriated fund property but reimbursement required/authorized by law. RRequesting or holding agency is US Postal Service. AAcquiring property for use by project grantee that is a public agency or a nonprofit organization and tax exempt under 26 USC 501. RRequesting or holding agency is DC Government.. RRequesting or holding agency is wholly owned or mixed-ownership Government corp. defined in Govt. Corp. Control Act (31 USC 9101-9110) FMR 102-36.75(b)

Federal Acquisition Service 6 How Much Do We Pay On Reimbursable Transfers? NNormally, the fair market value FFor a Project Grantee: YYou pay 25% of original A/C to US Treasury DDC Government or Government Corporations pay the Fair Value 220% of original A/C for new and unused property ZZero percent for all other property FMR 102-36.80

Federal Acquisition Service 7 Screening Of Excess Property Use the following methods to find out what excess personal property is available… VVisit the web at http://www.gsaxcess.gov to search & select property electronically CContact or submit want lists to your regional GSA Personal Property Management office CCheck any available holding agency websites CConduct on-site screening at various Federal facilities CContact your local APO FMR 102-36.90

NNon-Federal Employees PProof of Authorization from Sponsoring Federal Agency and Valid Picture ID. SState Agencies for Surplus Property (SASP) OOptional Form 92 Screener’s Identification FMR 102-36.110

10 Exceptions to the Normal Screening Timeframes FFurniture receives 14 days of screening CComputers receive 21 days, unless they are offered to Computers for Learning program. Then it is 7 days for CFL and 14 d ays for excess. EExchange/Sale property is offered for 2 days

Federal Acquisition Service 12 Direct Transfers TTransfers Between Federal Agencies prior to Reporting to GSA LLimited to $10,000 per line item AAcquiring agency does SF 122 SSend Copy to GSA within 10 workdays of transfer FMR 102-36.145 (a)

Federal Acquisition Service 13 Preapproved Transfer Transfers between Federal agencies Acquisition cost exceeds $10,000 per line item GSA gives verbal approval of transfer in advance FMR 102-36.145 (b) Acquiring agency does SF 122 Copy of SF 122 sent to GSA within 10 working days
