SMS Text-to-9-1-1 Pilots Pilots in four locations in California Began testing in November 2013 All pilots tested by end of February 2014 Evaluate pilots February to April 2014 Final report May 2014 Testing with Verizon Wireless only

SMS-to-9-1-1 via Web Portal CSU Long Beach Police Department Initial testing completed November 20, 2013 Requires PSAP to have internet access A separate web portal is open and monitored for incoming text messages Provides map display of coarse location Routes outside of the Legacy Selective Router

GEM9-1-1 Web pilot conducted with Verizon/ TCS at CSU Long Beach Police Department No additional CAMA or IP trunking required Session-like (like Instant Message) experience for call taker Call taker may handle more than one text session at a time Limited transfer capability (primary only) Location information limited, will receive commercial coarse location, (centroid of cell sector) Currently no language interpretation available

SMS-to-9-1-1 via Standard TTY/TDD Downey Police Department Initial testing completed January 8, 2014 Requires no additional equipment at the PSAP SMS text sessions display as TTY/TDD calls do today (Baudot tones activate the TTY screen on 9- 1-1 CPE) Routes through the existing Legacy Selective Router ALI screen displays the coarse caller location (X/Y only, no street information)

Standard TTY/TDD pilot conducted with Verizon/TCS at Downey Police Department CPE adjustments may be required Uses a 9-1-1 trunk during the entire text session Transfers work the same as transferring a TTY call No language interpretation at this time Difficult for one call taker to handle more than one SMS text to 9-1-1 TTY session Ability to use canned messages One way transmission (half duplex)

SMS-to-9-1-1 via IP Interface Butte County Sheriff’s Department, CSU Chico, and Chico Police Department Requires IP capable CPE and IP network connectivity Direct integration with CPE Routes via the new NG9-1-1 IP Selective Router Text will be delivered over the NG9-1-1 IP circuits not via a CAMA trunk Scheduled to test early February 2014

SMS-to-9-1-1 via TTY/TDD with Gateway Long Beach Police Department Not commercially available at this time (vendor Proof of Concept) Requires Gateway at the PSAP (to covert from IP to Baudot at the PSAP) and IP network connectivity Calls display as TTY/TDD calls do today ALI screen displays the coarse (X/Y) caller location Routes outside of the Legacy Selective Router Does not use a 9-1-1 trunk/requires trunk card Potentially improves SMS text quality (digital to analog at PSAP) Testing scheduled for Mid February 2014
