Meetings 2011-2012 Faculty Senate: Meetings are the 2 nd Monday of every month, 4:30- 6pm. All faculty are welcome. Faculty Senate Executive Committee: Chair, Chair-elect, Past Chair, Faculty Senate Committee Chairs. The meetings are periodically and/or by email Senate Leadership meets with Dr. Callender/Dr. Watson - monthly Senate Leadership with Council of Deans as needed Senate Leadership with UT System (Sys FAC) 3X per year [4X during legislative years]

Meetings: 2011-2012 Faculty Senate Chair and Chair-Elect are members of the Faculty Advisory Council (FAC) of the UT System. 2-day meetings in Austin (September, January, April) with faculty governance leadership from all 15 UT Components (9 Universities – 6 Academic Health Institutions) Opportunity to meet with UT System Leadership Regents Legislators

Activities / Involvements At each monthly meeting, the Faculty Senate Members receive: Updates from Dr. Cooper, Interim Provost Updates from Dr. Watson regarding Educational activities including Synergy Updates from the four Deans (Drs Protas, Cooper, Watson and Prough) regarding each of the Schools, their activities, news, concerns, and issues Updates on Faculty Advisory Council meetings at Austin from Senate Leadership, as appropriate

Major Accomplishments Identified communications gaps and developed communications plan to ensure timely and direct dissemination of information to all departments and schools Created first Faculty Senate directory, including bios for all senators and contact information to ensure that faculty would have knowledge of and access to their representatives Identified and prioritized most pressing issues facing faculty: assessment of faculty productivity, compensation, time management, evolving expectations, and budget issues including cuts, carryover of funds, and disposition of indirects

Major Accomplishments In conjunction with the Academy of Master Teachers, presided over the first Health-Related Institutions Teaching Awards reviews Participated in the search committee for the EVP/Provost/SOM Dean Assisted with the external review of the SON Participated in search process for Minority Inclusion officer Participating in Faculty Compensation Committee Have received endorsement of Council of Deans for a core faculty development program

Faculty Quality Committee The Faculty Quality Committee will deliberate on issues of faculty status, rights and responsibilities, and when necessary, investigate instances of curtailment of faculty prerogatives, infringement of faculty rights, interference in the discharge of faculty responsibilities and/or attenuation of faculty status and welfare in schools at UTMB and will recommend measures to the Executive Committee of the Senate for the protection of faculty at UTMB.

Major Activities 2011-2012 Continue to follow the progress of the financial exigency policy developed last year: Make recommendations for application of RR in financial exigency. Establish policies to ensure compliance with UT Regent’s Rules and formulate UTMB’s SOP. Ensure Compliance with UT Regent’s Rules (RR) when programs are abandoned. Ensure consistent and fair application of RR that protect faculty interests in the case of abandonment of programs

Activities Still To Be Completed Faculty Senate Chair invited committee to participate as development of guidelines for the UT Regents Outstanding Teaching Award for solicitation, selection and review processes. This work was done in collaboration with Ed Smith, the Chair Ad hoc Committee Reviewing UT Outstanding Teaching Award Applications and the Academy of Master Teachers committee. Nine of the 24 applications received were forwarded to UT Regents.

The committee has received no potential space possibilities other than a location in the new hospital and will continue to pursue the return of the Faculty Lounge.

Governance Committee The Committee shall deliberate on issues of governance and, from time to time, will assess the scope of Faculty responsibility over governance in UTMB and each of the Schools. When necessary, the committee shall recommend to the Executive Committee of the Senate that appropriate Faculty-elected governance organizations be charged with assuming primary responsibility over designated areas that currently appear outside their jurisdiction.

Committee reviewed new post tenure review rules as outlined in UT Regent’s Rule 31102 approved in May 2012 and current UTMB IHOP policy 5.5.2. Status: A new UTMB policy has been drafted to clarify Regents Rule as it applies to the institution. Policy is under final review by GC and IHOP Committee and will be submitted for institutional approval. Committee followed up efforts regarding criminal background check policy initiated by GC in 2010-2011. Status: Policy review and approval is pending in HR. Progress and Status

Purpose The committee shall deliberate and make recommendations to the Senate for the dissemination and exchange of information on institutional academic matters/issues/affairs at UTMB and in each of the Schools. The committee shall deliberate and make recommendations to the Executive Committee of the Senate on strategic planning, operational budget planning, performance appraisal of administrators, and other university-wide administrative activities. The committee shall monitor university-wide administrative policies and priorities.

Issues Addressed/Activities 2011-2012 The establishment of UTMB Health Junior Faculty Development Program Increased faculty outreach and communication with individuals engaged in faculty development at UTMB Health Requested that the Senate obtain additional information regarding the Spanish Proficiency Requirements in the Clinical Arena Examined the Childbirth leave policy for students-Referred the issue to the Student Government Association

Junior Faculty Development Program 2010-2011 Academic and Administrative Affairs Committee Under the leadership of Caroline Jansen, Ph.D. the committee submitted a Junior Faculty Development Program Resolution to the Faculty Senate. The resolution was approved by the Senate. 2011-2012 Academic and Administrative Affairs Committee Significance of A Junior Faculty Development Program 51% of the faculty at UTMB Health are junior faculty as defined by Assistant Professors and below. (Data obtained by Office of Faculty Relations) There is no centralized website or database that list all of the faculty development activities that occur throughout the year on the campus of UTMB Health. There is no centralized information site that lists all of the fellowships and training opportunities offered by faculty development organizations at UTMB Health.

Junior Faculty Development Program Significance Continued A Junior Faculty Develop Program and Office will: Integrate faculty development programs and activities that are currently available on campus. Identify areas of success and areas of weakness in faculty development. Provide additional mentoring for junior faculty. Enhance the recruitment and retention of junior faculty members. Assist in the identification of faculty who can receive fellowships and training opportunities offered by faculty development organizations on campus. Reveal the continued dedication of UTMB Health to the career development of junior faculty Reduce financial expense by integrating collaborative efforts in faculty development.

Junior Faculty Development Program Proposed Design The proposed program design will consist of the following: A centralized office that will provide information and guidance regarding the tools and resources available campus-wide, to promote the career-development of junior faculty. An administrative assistant and program coordinator who will be responsible for the operation of the program. We propose that the office will contain a centralized faculty development website and will provide information about the following: Workshops Seminars Visiting lectures Fellowship and training opportunities Senior faculty mentorship provided by faculty members of various UTMB Health departments. We must remember that the junior faculty will play a significant role in shaping the future of UTMB Health.

Junior Faculty Development Program Additional Activities April 9, 2012 - Sent letters to the Department Chairs, and other Administrators informing them of the proposed Junior Faculty Development Program and requested their advice and support. May 9, 2012 - Met with the Core Committee for Equity May 13, 2013 - Presented the Junior Faculty Development Program Design to the Faculty Senate and obtained the approval of the Senate May 15, 2012 - Participated in the Hispanic Center of Excellence Faculty Development Meeting June 5, 2012 - Met with the Council of the Deans and presented the Design for the Junior Faculty Development Program. June 5, 2012 - Met with the Academy of Research Mentors

Chair-Elect Faculty Senate Responsibilities Major Goals: Increase communication and outreach between the Faculty Senate and UTMB Health Faculty Assist in introducing important faculty issues at UTMB Health to the respective committees of the Facult y Senate Assist in providing information on faculty issues that occur on a state and national level Work under the leadership of Dr. Wiggs to maintain productive lines of communication with the administration of UTMB Health The faculty, administration and staff of UTMB Health are a unit and when there is success we will celebrate together and when there are obstacles we will stand together and overcome those obstacles.
