1 Inter Regional Coordination Committee Paper by the IHB Considerations on the development of the General Bathymetric Chart of the Oceans (GEBCO data store concept) (paper IRCC7-11D)

2 GEBCO Project  GEBCO project aims to provide the most authoritative publicly-available bathymetry of the world's oceans  GEBCO products and services include: – re gional and world maps – gridded data sets – digital atlases – gazettee r of undersea feature names exist  products widely used by scientific, academic and other communities

3 IHO DCDB  IHO DCDB supports a global digital bathymetric database and portal for viewing, searching and downloading data  GEBCO (TSCOM) has established a “Data Store” concept intended to house all forms of adjusted / verified bathymetric data from GEBCO (including regional grids and crowd- sourced data)  Upgrade currently underway to support IHO CSB programme Conclusion : The GEBCO Data Store concept must be coordinated with the current upgrade of the IHO DCDB

4 Matters for consideration …  Growing acknowledgement and awareness of the relevance and the potential contribution of hydrographic information in the context of global geospatial data infrastructures – Group on Earth Observation (GEO) – UN Global Geospatial Information Management (UN-GGIM) IHB Conclusion :  Highlights the importance of GEBCO as a fundamental part of the global geospatial information infrastructure

5 Matters for consideration …  Other commercial organizations, such as ESRI and Google are producing global ocean grids which may be competing with or duplicating GEBCO efforts or are being developed independently IHB Conclusion : The situation needs to be considered and managed carefully by the GEBCO Guiding Committee and appropriate advice provided to its parent organizations IHO and IOC

6 Matters for consideration …  GEO coordinating efforts to build a Global Earth Observation System of Systems (GEOSS) to exploit the growing potential of Earth observations to support decision making  The Global Ocean Observing System (GOOS) developed under the auspices of the IOC is the oceanographic component of GEOSS  Many functions of GOOS depend on the availability of accurate bathymetry - BUT  IHB is not aware of any formal connexion between GOOS and GEBCO  Transatlantic Ocean Research Alliance (European Commission, Canada and USA) does not identify GEBCO as the appropriate competent authority

7 Matters for consideration … IHB Conclusion : Methods and initiatives to improve the recognition of GEBCO as the “ the most authoritative publicly available bathymetry of the world’s oceans ” in support of global and regional programmes related with Earth observation and monitoring should be identified; Mechanisms are required that promote the collection of bathymetric data from all scientific cruises and the crowd.

8 Matters for consideration …  many bathymetric maps, plotting sheets and documents produced by GEBCO since 1903  mostly as printed map sheets  Geo-referenced raster images would safeguard against loss  Copies could be made available for downloading and printing  Could also be made available for on-line viewing using web Tile Map (TM) format IHB Conclusion : Affordable methods to create geo-referenced raster copies are required

9 Instruct the GEBCO GC to consider and report back to IRCC on the following matters: 1.the development of the GEBCO Data Store should be coordinated with the current upgrade of the IHO DCDB that is intended to improve support for CSB and ocean mapping data discovery; 2.mechanisms should be developed to promote the collection of bathymetric data from scientific and crowd- sourced cruises and to ensure that the data is made available to GEBCO, accompanied by appropriate metadata, through the IHO DCDB; Proposed action by IRCC

10 3.methods and initiatives to improve the recognition of GEBCO as the “ the most authoritative publicly available bathymetry of the world’s oceans ” in support of global and regional programmes related with Earth observation and monitoring should be identified; and 4.affordable methods to produce geo-referenced raster copies of the repository of GEBCO ocean maps and plotting sheets that are held at the IHB should be further identified and, if appropriate, the relevant specifications should be developed.
