10 Social protection Refers to a set of benefits available ( or not available ) from the state, market, civil society and households, or through a combination of these agencies, to the individual/households to reduce multi-dimensional deprivation.

11 Social security : types Social security rights Everyone has the right to social security and is entitled to realization, through national effort and international co- operation.

12 Social security: Types social insurance where people receive benefits or services in recognition of contributions to an insurance program. Such as, retirement Pensions, disability insurance, survivor benefits and unemployment insurance.

13 Social security: Types Social Services provided by government on social security provision. It may include medical care, financial support during unemployment, sickness, or retirement, health and safety at work etc.

14 Social security: Types Basic security irrespective of participation in specific insurance programs where eligibility may otherwise be an issue. For instance, assistance given to newly arrived refugees for basic necessities such as food, clothing, housing, education, money, and medical care.

22 Social security mapping How many products? Who manages ? How funded? Overlapping and underfunding? Misappropriation / fraud /embezzlement?

23 Networked institution Authority from the Separate Act Centralized fund Minimum standard i.e. “NO less mechanism” developed Employer-employee-government and citizen – government relationship should be established. 10 years times 4 credits will be the benchmark for getting a set of social protection.
