Democracy Criteria? Democratic countries: The citizens have a high degree of political and civil freedom. Partly democratic countries: The citizens have a lower degree of political rights and civil freedom, often due to insufficient legislation and corruption. Non-democratic countries: The citizens have no civil freedom and the political processes are strictly controlled. (The more democratic a country is governed, the more political participation and civil freedom are available for the citizens of the country.)
