Green Partnerships Arronches, 8 - 10 July 2013 2 La Spezia Province The Province of La Spezia as support structure of the Covenant of Mayors has coordinate the definition and implementation of the 32 Sustainable Energy Action Plan realized in the last two years. Lack of awareness on climate change is still a big barrier for individual and community actions such as require for reduce CO2 emissions in the municipalities. In fact as listed in the SEAP major polluter in small municipalities are private buildings and mobility. One of the main obstacles to implement the SEAP is the lack of financial resources to do the interventions listed in the Plans. A sociological analyses did recently by Kyoto Club with the support of the Ministry of Environment - named CRES Climate Resilient – said that training and educate pupils and youngster has the highest potential for peer effect.

Green Partnerships Arronches, 8 - 10 July 2013 3 1.Strengthening local public-private partnerships in supporting energy efficiency and RES. The main actions is to support the Province of La Spezia to built the Environment and Energy Centre sharing our experiences and capability in increase awareness, educational training for professional and facilitating the creation of Public-Private Partnerships thanks to the previous experiences and capabilities acquired during the MED project ZEROCO2 – www.medzeroco2.eu. After the content development for the Centre, this place will become the ideal location and structure for the LAG creation and development, due to the participation of private companies and public institutions.www.medzeroco2.eu 2. Mobilisation funds for investments in sustainable energy at local level The Pilot case aim to develop a common financial proposal for the public building retrofitting included in the 32 SEAP. In fact one of the obstacles to implement the SEAP is the lack of financial resources to do the interventions listed in the Plans. The definition of an ELENA or of a MLEI creates also the opportunity to start collaboration with financial players as local banks. With this initial activity the Province of La Spezia hope to create the necessary capabilities for future Public-Private Partnership. Financial Pilot Cases

Green Partnerships Arronches, 8 - 10 July 2013 4 3. Raising awareness and implement energy efficiency upgrading in schools. For each of the six schools will be delivery an energy audit of the buildings as requested by the SEAP approved as preliminary studied to then be included in the ELENA or MLEI funding requested. The energy audit is plan to be done with a bottom-up approach, that means that students and professor will also take part of the process, collecting data and identifying potential actions. 4. Training civil society organisations in energy certification. This pilot activities aim to improve knowledge and capabilities of the technicians in the field of Energy Efficiency in Buildings as requested by the communication activities included in the 32 SEAP approved by the Covenant of Mayors. This needs emerge during the stakeholder’s consultation, in fact due to the modification of Building Codes introduced with the SEAP, private companies and freelance need to be update on the new rules. Its members are business companies, associations and local municipalities and governments engaged in reaching the greenhouse gases reduction targets set by Kyoto Protocol. To reach its goals Kyoto Club promotes awareness-raising initiatives, information and training to foster energy efficiency, renewable energy sources and sustainable mobility. Towards public decision-makers Kyoto Club puts forward policy proposals to make decisions in the energy field more and more environmentally friendly. Legambiente: Born in 1980, Legambiente, widely known environmentalist Italian association, is a point of reference on main environment issues. The association deserved this important role thanks sharp scientific analysis promoted throughout the years. Camera di Commercio La Spezia: A chamber of commerce (also referred to in some circles as a board of trade) is a form of business network, e.g., a local organization of businesses whose goal is to further the interests of businesses. Business owners in towns and cities form these local societies to advocate on behalf of the business community. Local businesses are members, and they elect a board of directors or executive council to set policy for the chamber. The board or council then hires a President, CEO or Executive Director, plus staffing appropriate to size, to run the organization.

Green Partnerships Arronches, 8 - 10 July 2013 6 Local action group Fondazione Cassa di Risparmio di La Spezia: Carispezia Foundation is a private and autonomous non-profit organization and pursues exclusively for the territory under its jurisdiction, oriented towards social welfare and promotion of cultural, social and economic. The Foundation operates in five areas: Social assistance; Art and culture; Training; Scientific Research; Volunteers. In its operations, the Foundation is inspired by the Charter of the Foundations, a code of self-regulation of the banking foundations. The Foundation is not a credit institution, but it represents the historical continuation of the Cassa di Risparmio della Spezia, founded in 1842. AzzeroCO 2 : is an ESCo (Energy Service Company) created in 2004 by Legambiente Italia and Kyoto Club. We support private companies, public authorities and single citizens to quantify, reduce and compensate CO2 emissions caused by their activities. We provide scientific and technical advice for the definition of energy efficiency strategies, we promote renewable energy sources and sustainable mobility solutions and offer support in the choice and use of materials. In addition, we offer a large portfolio of high quality offset projects to compensate emissions associated with a particular activity by purchasing carbon credits.
