Hong Kong tertiary institutions on the QS Asian University Rankings 5 Government’s Initiatives Intensify the economic partnership between the mainland and Hong Kong, e.g. establish United International College (UIC), Chinese University Hong Kong (Shenzhen), to implement a collaboration framework agreement. Relaxing restrictions attract more non-local students to study in Hong Kong. In the 2010/11 academic year, 18,000 non-local students from more than 70 countries or regions came to Hong Kong for post-secondary studies. Establish Hong Kong as a Regional Education Hub

7 Government’s Initiatives Provide school places to meet the demand from families coming to Hong Kong for work or investment. 5,000 additional international school places are expected to be available in the next few years with four international schools coming on stream. Support in-situ expansion of individual international schools or allocate suitable vacant school premises to them for short-term use; continue monitoring closely the provision of school places in the international school sector. The Roles of Education Bureau and Education Commission 8 As an advisor to the Government on issues that are of general concern to all education sectors/stages, the cross-sectoral impact of education issues, and the long-term strategic development of education in Hong Kong. As a partner with the Government in co-ordinating and monitoring the planning and development of education at all levels, and advising on the implementation of major education initiatives based on the policy reports compiled by the other executive/advisory bodies, and the progress reports compiled by the Government. As an inspirer and catalyser of public views on matters relating to education through maintaining a close liaison with the education sector and the community at large. EC should also help ensure that the views and proposals from other executive/advisory bodies are consistent with one another. A "learning organisation" which keeps abreast of the latest development in education and other sectors (including social, economic and political developments) in both local and international settings. Education Bureau Education Commission Two Key Bodies Responsible for Promoting Education Services: Formulating, developing and reviewing policies, programmes and legislation in respect of education from pre- primary to tertiary level; and Overseeing the effective implementation of educational programmes.
