We are building a brackish water desalination plant!
It has broad public support It is built on the California coast It also treats intruded, underground seawater It solves environmental and regulatory problems It was formulated in 2008 and is scheduled to go on line in 2015

Water Supply Constraints Require Immediate Attention
Former Fort Ord Redevelopment Seaside Basin Overdraft Carmel River SWRCB Order and CDO

Regional Project Components
Intake Wells/ Pipeline Desal Facility Product Water Conveyance MCWD Tie-in Monterey Pipeline ASR Facilities CAW Terminal Reservoir
5
Regional Project Provides Replacement Water – No Growth Inducement
Reduces Diversions from Carmel River Consistent with SWRCB Order 95-10 Complies with Cease and Desist Reduces Pumping from Seaside Basin Meets Water Needs for Approved Redevelopment of Former Fort Ord

Facilities will Rely on Power from Landfill Gas Cogeneration and use of Existing Outfall
Cogeneration power from adjacent landfill New 6 mw cogeneration plant Initially, energy source: combination of natural gas and methane Tie to existing 5 mw cogeneration plant Renewable energy credits Long-term, low-cost reliable energy supply Addresses potential GHG impacts Existing Outfall Existing Cogeneration Facility Treatment Facilities New Cogeneration Facility

Regional Project Provides Least Cost Solution
Cost/AF Alternative
10
It was challenging. Are there any takeaway lessons?
yes
11
Break with tradition and avoid the comfort of Bureaucracy
12
Sometimes it goes fast and sometimes it don’t
13
Harness the intellect of engineering staff and others
14
Prepare for a long journey
15
Hope for an orderly process
16
But be ready for a little chaos once in awhile
17
But there is a path forward... If you keep moving
18
Work to bring diverse groups together
19
Have your project treated like royalty
20
By not trying to solve all your problems on your own
21
But by working together
22
Hold public meetings Find your seats, please!
23
Work together
24
Turns out working together is like a picnic in the park

Monterey Desalination Water Project
Use brackish groundwater from a seawater barrier protecting the Salinas Basin, to create potable water for the peninsula Use vertical and slant wells avoiding open ocean intakes Discharge brines within Ocean Plan regulations because brackish sources are less salty than straight seawater Solve the regulatory and hydraulic problems in the Carmel River, Seaside Groundwater Basin, and Salinas Groundwater Basin Use off-grid power from bio-digested waste from the landfill
26
Project Provides Significant Regional Benefits
Restoration of flows to the Carmel River – Steelhead Fish Increased reliability Future ability to address North Monterey County water needs Reduced wastewater discharge to Marine Sanctuary Reduced carbon footprint thru green landfill power Immediate construction to aid economic stimulus
27
Water from the Regional Project Provides the Least Cost, Sustainable Water Supply Solution
Uses100% of Recycled Water Meets Proposed SWRCB Ocean Plan Meets Urban Needs Protects Carmel River & Marine Sanctuary Meets Agricultural Needs & Restores Salinas Basin Provides Carbon Neutral Energy Source
28
For the Valuable Beneficial Uses in the County:
Uses100% of Recycled Water Meets Proposed SWRCB Ocean Plan Meets Urban Needs Protects National Marine Sanctuary Meets Agricultural Needs & Restores Salinas Basin Provides Carbon Neutral Energy Source
