3 Air Quality Summary AIR QUALITY PROGRAM Name//office/phone/email address UNCLASSIFIED 9/12/2015 3 Purpose: –Achieve and maintain air quality standards while minimizing mission impacts. Major Program Components: –Assess the need for or obtain necessary permits. –Perform air emissions inventories as required. –Coordinate with State/local officials to ensure military activities do not impede air quality attainment goals. –Perform technology, permitting, and preconstruction assessments before beginning construction or reconstruction of air emission sources.

4 Clean Air Act  EPA sets limits on certain air pollutants, including setting limits on how much can be in the air anywhere in the United States.  The Clean Air Act also gives EPA the authority to limit emissions of air pollutants coming from sources like chemical plants, utilities, and steel mills. 5 Goals: −Reducing outdoor concentration of air pollutants that cause smog, haze, acid rain, and other problems; −Reducing emissions of toxic air pollutants that cause cancer or other serious health effects; −Phasing out production and use of chemicals that destroy stratospheric ozone. 6 6 New Source Review/Prevention of Significant Deterioration Program –Ensures that new sources of emissions do not infringe on public health or negatively impact National Ambient Air Quality Standards (NAAQS). Title V Operating Permit Program –Rolls in operating standards and criteria for sources that emit air pollutants above a certain threshold. 7 7 Name//office/phone/email address UNCLASSIFIED 9/12/2015 7 Permits and Permitting AIR QUALITY PROGRAM New construction or modifications to operations must be evaluated to determine air quality permitting, monitoring, and operating requirements. Fort Wainwright’s emissions from its current operations/activities are regulated and monitored through two Title V permit. −One permit for utilities operations (i.e. Doyon). −Second permit accounts for emissions from operations maintained by U.S. Army.

Specific information is often required to calculate air emissions from emitting units. A requisite list of records and documentation needed for Air Quality compliance will be provided to the Environmental Officers. Hazardous Material use and tracking is an integral part of emission inventory development and required by Garrison Regulation 200-1. Emission Inventories

All sources of air emissions are considered for emission inventory tracking and reporting. Maintain appropriate documents and records required for source emission calculations. Active participation in Hazardous Materials Management Program.
