6 I n t e g r i t y - S e r v i c e - E x c e l l e n c e NETCENTS Mandatory Use Waiver Process for Small Business 6  NETCENTS contract for Network Centric IT products and services was originally awarded to four large and four small businesses  Only two out of the four original are still considered small business on NETCENTS  NETCENTS is currently covered by a mandatory use policy  However, ordering activities may exercise a waiver process when requirements can be met by two or more small businesses  Contracting officer approves the waiver  Waiver process does allow for installations to achieve small business goals, obtain other technical benefits or cost savings
